Android #16 was created by Dr. Gero with the sole purpose of destroying Goku. Dr. Gero was scared of what Android #16 might do, so he deactivated him. After Android #17 and Android #18 kill Dr. Gero, they release Android #16 only to find that he is completely oblivious to and fight, order, or conversation that doesn't deal with Goku. He is a non-energy absorbing model. As the Cell saga progressed, he developed a love for nature that eroded his desires to kill Gokou. When Cell blasted Android #16, it triggered Gohan's transformation to Super Saiyan Level 2. |
