Why Madonna/Whore Complex?

Because the principal link between Fred and Lilah thus far on Angel has been through Wesley's attraction for each of these diametrically opposed ladies - Fred with the pure and good image, and the sexually predatorial Lilah. The show has played upon this opposition between the characters to the point where it's difficult to think of them without those associations, although whether these stereotypes bear out in the actuality of the characters to some extent remains to be seen.

Why Fred and Lilah?

Because there's nothing so fascinating as opposites. And why not? Interesting tension aplenty between these two, and both of them strongly hinted to be interested in women as well as men.
