FBLA Competition
The Competitive Events Program exemplifies the range of activities and focus of Future
Business Leaders of America-Phi Beta Lambda, Inc. These events are based on projects
developed from the goals of FBLA-PBL and the curriculum of business education programs.

Accounting I
 
 
The accurate keeping of financial records is an ongoing activity in all types of business. This
event provides recognition for FBLA members who have an understanding of and skill in
basic accounting principles and procedures.
 
Eligibility restrictions: Less than one year of accounting instruction or its equivalent.
Each local chapter may enter one member in the regional event. A participant who placed
first or second in this event at a previous State Leadership Conference or represented
Virginia at a previous National Leadership Conference is not eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are
eligible for competition.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
 

Accounting II

understanding of and skill in accounting principles and procedures as applied to sole
proprietorships, partnerships, and corporations.
 
 
Eligibility restrictions: More than one year of accounting or its equivalent. Each local
chapter may enter one member in the regional event. A participant who placed first or
second in this event at a previous State Leadership Conference or represented Virginia at a
previous National Leadership Conference is not eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are
eligible for competition.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
 
American Enterprise Project
 
 
This event recognizes FBLA chapters that develop projects within the school and/or
community that increase understanding of and support for the American enterprise system
by developing an information/education program.
 
 
Eligibility restrictions: Each local chapter may submit one report, not to exceed 30
pages. Front and back covers are not counted in the page limit.

State Leadership Conference Eligibility: The First Place regional winner is eligible for
competition.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
 
 
Business Calculations
 
 
Acquiring a high level of mathematics skill to solve business problems is a challenge for all
prospective business employees. This event provides recognition for FBLA members who
have an understanding of mathematical functions in business applications.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

Business Communication
 
 
Learning to communicate in a manner that is clearly understood by the receiver of the
message is a major task of all business people. This event provides recognition for FBLA
members who work toward improving their business communication skills or writing,
speaking, and listening.
 
 

Eligibility restrictions:
Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

Business Law
 
 
This event provides recognition for FBLA members who are familiar with specific legal
areas that most commonly affect personal and business relationships.

Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

Business Math
 
 
Acquiring the ability to solve common business mathematical problems is a basic skill
needed by all prospective business employees. This event provides recognition for FBLA
members who have an understanding of basic math functions needed in business.
 
 
Eligibility restrictions: Only members enrolled in grades 7-10 are eligible. Each local
chapter may enter one member in the regional event. A participant who placed first or
second in this event at a previous State Leadership Conference or represented Virginia at a
previous National Leadership Conference is not eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are
eligible for competition.

National Leadership Conference Eligibility: First and Second Place state winners who
are enrolled in grades 9-10 are eligible for competition.
 
 
Business Plan Project
 
 
Business plans are an effective tool for evaluating, organizing, and selling a new business
concept. A well-developed business plan can be a key component of a successful business
start-up. This event recognizes FBLA members that demonstrate an understanding and
mastery of the process required to develop and implement a new business venture.
 
 
Eligibility restrictions: May be an individual member or a team not to exceed three
members.

State Leadership Conference Eligibility: Each local chapter may submit one report.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
 
 
Business Procedures
 
 
Competency in performing daily tasks is a necessity in business. This event provide s
recognition for FBLA members who possess knowledge of basic skills and procedures
and the ability to make intelligent business decisions.

participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not

Career Manual I
 
 
This event is designed to give students an opportunity to conduct an in-depth study of a
chosen career.
 
 
Eligibility restrictions: Only members enrolled in grades 6-8 are eligible. Each local
chapter may enter one member in the regional event. A participant who placed first in this
event at a previous State Leadership Conference is not eligible.

State Leadership Conference Eligibility: First Place regional winners are eligible for
competition.

National Leadership Conference Eligibility:
None, this is a regional and state event.
 
 
Career Manual II
 
 
This event is designed to give students an opportunity to conduct an in-depth study of a
chosen career.
 
 
Eligibility restrictions: Only members enrolled in grades 9-10 are eligible. Each local
chapter may enter one member in the regional event. A participant who placed first in this
event at a previous State Leadership Conference is not eligible.

State Leadership Conference Eligibility: First Place regional winners are eligible for

Chapter Website Award of Merit
 
 
This event recognizes local chapters that promote FBLA local, state, and national activities
through the development and maintenance of a website. Utilizing technology to
communicate with members and the general community significantly enhances a chapter's
ability to promote its activities, members, and the ideals of FBLA-PBL.
 
 

Eligibility restrictions:
Each local chapter may submit one entry. The entry must be on an
IBM-compatible formatted diskette or zip disk or as a hard copy. CD-ROMs are also
acceptable

State Leadership Conference Eligibility:
The copy must have been submitted to the
FBLA State Office postmarked by March 12.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
 
 
Community Service Project
 
 
This event recognizes FBLA chapters that develop community service projects that are
successfully implemented to serve the citizens of the community.
 
 
Eligibility restrictions: Each Chapter may submit one report not to exceed 30 pages

Computer Applications
 
 
Knowledge of computer applications is a necessity in today's high-tech world. Employees
must be able to apply various computer applications in a business environment. This event
provides recognition for FBLA members who can most efficiently demonstrate computer
application skills.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

Computer Concepts
 
 
The processing of data is important to the successful operation of business. This event
provides recognition for FBLA members who understand the basic principles involved in
computer technology.

participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

Desktop Publishing

 
 
Knowledge of desktop publishing is vital in many aspects of today's visual business
publications. This event provides recognition to FBLA members who can most effectively
demonstrate skills in the areas of desktop publishing, creativity, and decision making.
 
 
Eligibility restrictions: Each local chapter may enter one team of two members in the
regional event. A participant who placed first or second in this event at a previous State
Leadership Conference or represented Virginia at a previous National Leadership
Conference is not eligible.

Dowell J. Howard Scholarship
Arthur L. Walker Scholarship
Walter L. Shell Scholarship
Melvin E. Campbell Scholarship
Virginia Business Education Association Scholarship

 
 
These scholarships are named for Dowell J. Howard, a Director of Vocational Education
who became State Superintendent of Public Instruction; Arthur L. Walker, first State
Supervisor of Business Education in Virginia when FBLA was organized in 1950; Walter
L. Shell, former Regional Director for the Virginia Tech Region; and Melvin E. Campbell,
former Supervisor of Business Education, Department of Education. The Virginia Business
Education Association (VBEA) began sponsoring a fifth scholarship in 1997.
 
 
These scholarships are awarded annually to FBLA members to attend the Summer
Leadership Training Conference. Scholarships include registration, room, and board for the
three-day conference.
 
 
Eligibility restrictions: Each local chapter may nominate one member. The applicant
must be a high school junior (rising senior). Must have been in FBLA at least one year
prior to nomination.

State Leadership Conference Eligibility: Must submit the official application to the
FBLA State Office two to three weeks prior to the State Leadership Conference, by an
exact date to be established annually.

National Leadership Conference Eligibility: These are state events only.
 
 
Economics
 
 
This event provides recognition for FBLA members who can identify, understand, and
apply economic principles to contemporary social, political, and ecological problems.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are
eligible for competition.

Entrepreneurship
 
 
To own and manage a business is the goal of many Americans. This event recognizes
FBLA members who demonstrate that they possess the knowledge and skills needed to
establish and manage a business. This event is based on team rather than individual
participation. In addition to learning and applying business decision-making skills, team
participants develop speaking ability and poise through oral presentations.
 
 
Eligibility restrictions: Each local chapter may enter one team of 3 members in the
regional event. Only one member may have participated in this event at a previous
Leadership Conference.

State Leadership Conference Eligibility: First Place regional winners are eligible for
competition.

National Leadership Conference Eligibility: First Place state winners are eligible for
competition.
 

FBLA Principles and Procedures
 
 
Members in FBLA should be knowledgeable about the Association and the information
found in the FBLA-PBL Handbook, National Awards Program, and other official
publications. This event provides recognition for FBLA members who are interested in
learning a bout the background and current information of FBLA-PBL.
 
 
Eligibility restrictions: Only members enrolled in grades 7-10 are eligible. Each local
chapter may enter one member in the regional event. A participant who placed first or
second in this event at a previous State Leadership Conference or represented Virginia at a
previous National Leadership Conference is not eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are
eligible for competition.

National Leadership Conference Eligibility: First and Second Place state winners who
are enrolled in grades 9-10 are eligible for competition.
 

Gold Seal Chapter Award of Merit

 
 
Outstanding local chapters that have actively participated in projects and programs
identified with the goals of FBLA-PBL are recognized nationally for their achievements.
 
 
Eligibility restrictions: A local chapter must have paid initial state and national dues by
November 1.

State Leadership Conference Eligibility: Submitted a copy of the Local Chapter
Annual Business Report prior to the State Leadership Conference. Must earn Honor
Chapter status by the end of the current year's State Leadership Conference.

National Leadership Conference Eligibility: The State Chapter may nominate up to 15
percent of its total number of active local chapters.
 
 
Honor Chapters
 
 
As an objective means of promoting and recognizing outstanding work in Virginia FBLA
chapters, an evaluation in the form of points has been given to various FBLA activities. The
purpose of the point system is to encourage participation.
 
 
Eligibility restrictions: All local chapters are eligible

State Leadership Conference Eligibility: Chapters (high school and vocational,
technical, career center) must earn at least 100 points according to the points sheet; junior
high/middle school chapters must earn at least 60 points. Twenty of the total points earned
must be for a balanced program of activities-business knowledge and skills, school and
community service, leadership and promotion, financial activities, and social activities.

National Leadership Conference Eligibility: This is a Region & State Event ONLY.
 
 
Information Processing Concepts
 
 
Information is a fundamental resource of business. Employees must understand the impact
of technology on the efficient processing of information. This event provides recognition for
FBLA members who demonstrate an understanding of information processing.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

International Business
 
 
This event recognizes FBLA members who develop competency and demonstrate

Job Description Manual
 
 
This event recognizes the abilities of FBLA members to research, select, and organize
information to prepare a comprehensive job description manual related to a specific job
held by the participant in business, business-related, or in-school laboratory experience.

participant who placed first in this event at a previous State Leadership Conference or
represented Virginia at a previous National Leadership Conference is not eligible.

Job Interview
 
 
This event recognizes FBLA members who demonstrate proficiency in applying for
employment in business.

represented Virginia at a previous National Leadership Conference is not eligible.

Keyboarding Applications
 
 
Keyboarding skills are necessary to obtain information-processing positions in business.
This event recognizes FBLA members who demonstrate that they have acquired
entry-level skills for keyboarding positions in business.
 
 
Eligibility restrictions: A participant who is or has been enrolled in office procedures
and/or skill-related courses that included keyboarding instruction and/or keyboarding
production work beyond that taught in the basic one-year keyboarding course must not be
entered in this event. Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are

Largest Local Chapter Membership
 
 
Effective regional, state, and national programs depend upon membership support and
growth. Increased membership provides resources for the expansion of services to local
chapters. Membership recruitment offers a worthwhile experience in public relations and
leadership. Recognition is given to local chapters tha have attained the largest membership
in FBLA.
 
 
Eligibility restrictions: All local chapters are eligible. The three largest chapters in each
region will be recognized at the Regional Spring Conference. Virginia's five largest chapters
will be recognized at the State Leadership Conference. The largest junior high/middle
school chapter membership will be awarded separately.

State Leadership Conference Eligibility: Official membership records are audited in
the FBLA State Office.

National Leadership Conference Eligibility: Official membership records are audited
in the FBLA-PBL National Center.
 
 
Local Recruitment of Chapters
 
 
This event honors local chapters that charter or reactivate chapters of FBLA and/or PBL.
Additional FBLA and PBL chapters provide more students with the opportunity to
become better prepared for careers in business and make possible the expansion of
services and activities.
 
 
Eligibility restrictions: All local chapters are eligible. A local chapter must recruit a
minimum of two new/reactivating chapters to qualify.

State Leadership Conference Eligibility: Official membership records are audited in
the FBLA State Office

National Leadership Conference Eligibility: Official membership records are audited
in the FBLA-PBL National Center.
 
 
Local Chapter Annual Business Report
 
 
Business reports are used extensively to inform management, staff, stockholders, and the
general public about all aspects of business. This event recognizes FBLA chapters that
properly summarize their year's activities. The event provides participants with valuable
experience in preparing annual business reports.
 
 
Eligibility restrictions: State & National event ONLY.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
 
 
L. Marguerite Crumley Scholarships
Frank Manning Peele Scholarships

 
 
The State Executive Board has established four scholarships for higher education to give
recognition to outstanding leaders in Virginia FBLA. Since these scholarships will provide
additional opportunities for leadership growth, the Board is providing financial assistance
toward the future education of these leaders.
 
 
These scholarships are named for L. Marguerite Crumley, a former State Supervisor of
Business Education who served as FBLA-PBL Executive Secretary, State Chairman, and
a member of the FBLA-PBL National Board of Directors, and Frank Manning Peel, who
was FBLA-PBL Executive Secretary from 1970-78.
 
 
Eligibility restrictions: Each local chapter may submit two applications to its Regional
Director by March 1. Applications must be active members of FBLA, residents of Virginia
and be prospective graduates of secondary schools

State Leadership Conference Eligibility: The two finalists are eligible for competition.
The alternates will be eligible for competition only if finalists are unable to participate.

National Leadership Conference Eligibility: First and Second Place state winners who
are enrolled in grades 9-10 are eligible for competition.
 
 
Machine Transcription
 
 
In today's information society, a knowledge of communication skills for transcription and
the ability to transcribe from machine dictation are vital. This event recognizes FBLA
members who demonstrate that they possess machine transcription abilities.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A
participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

Marketing
 
 
Marketing involves the distribution of products and services to the consumer. This event
provides recognition for FBLA members who possess knowledge of the basic principles of
marketing.

This events honors outstanding FBLA members who have demonstrated leadership

for successful careers in business. FBLA recognizes that men and women compete equally
in the workplace. This event is an honored award designed to recognize a greater number
of FBLA members and is not intended to differentiate between genders for a job.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A

represented Virginia at a previous National Leadership Conference is not eligible.

Parliamentary Procedure
 
 
This event recognizes FBLA members who demonstrate knowledge of basic principles of
parliamentary procedure. This event is based on team rather than individual competition.
Team participants develop speaking ability and poise through competitive performance.
 
 
Eligibility restrictions: Each local chapter may enter one team that must be composed of
four or five members-assuming the roles of president, vice-president, secretary, treasurer,
and an additional member. No more that two team members entering the regional/state
event may have participated at a previous National Leadership Conference.

State Leadership Conference Eligibility: The team with the highest average score will
represent the region at the state competition. *The underclassman making the highest score
on the written test will become Parliamentarian of the Northern Virginia Region.

National Leadership Conference Eligibility: Five individuals with the highest scores on
the written test at the State Leadership Conference will be designated the State Team and
will represent Virginia in national competition. *The underclassman making the highest
score on the written test will become Parliamentarian of the State Chapter.
 
 
Partnership with Business
 
 
This event recognizes FBLA chapters that develop and implement the most innovative,
creative, and effective partnership plan for increasing sustained communication and
interaction with the business community.
 
 
Eligibility restrictions: State and National event ONLY.

Public Speaking
 
 
This event recognizes FBLA members who, through public speaking, demonstrate qualities
of business leadership by presenting a well-organized, logical, and substantial speech.
 
 
Eligibility restrictions: Each local chapter may enter one member in the regional event. A
participant who placed first in this event at a previous State Leadership Conference or
represented Virginia at a previous National Leadership Conference is not eligible.

State Leadership Conference Eligibility: First Place regional winners are eligible for
competition.

National Leadership Conference Eligibility: First Place state winners are eligible for
competition.
 
 
State Service Project
 
 
Project ASK is the FBLA-PBL State Service Project. ASK, Association for the Support
of Children with Cancer, is a non-profit association of parents, health professionals, and
concerned citizens throughout Virginia. FBLA-PBL's support of Project ASK allows the
organization to conduct diagnostic research, fund the position for a patient
counselor/chaplain, and serve as a support group for families of children with cancer.
 
 
Eligibility restrictions: All local chapters are eligible to participate in the financial phase
and/or the public information phase of the project.

State Leadership Conference Eligibility: There are no regional eliminations. Report
forms necessary for participation in Project ASK are sent to local chapters in a special
mailing.

National Leadership Conference Eligibility: This is a State event ONLY.
 
 
Who's Who in FBLA
 
 
This award honors FBLA members who have made outstanding contributions to the
association at the local, regional, state, and national levels.
 
 
Eligibility restrictions: Each local chapter may nominate one member. The nominee must
be a senior.

State Leadership Conference Eligibility: No more that one percent of the membership
will receive this award at the state level. Must submit the official application to the FBLA
State Office two to three weeks prior to the State Leadership Conference, by an exact
date to be established annually.

National Leadership Conference Eligibility: Judges will select the winner to represent
Virginia at the National Leadership Conference from the State Winners.
 
 
Word Processing
 
 
A high level of word processing skill is a necessity for employees in productive offices. This
event recognizes FBLA members who demonstrate that they have acquired word
processing proficiency.
 
 
Eligibility restrictions: A participant must have had more instruction that that covered in
the first year of keyboarding. Each local chapter may enter one member in the regional
event. A participant who placed first or second in this event at a previous State Leadership
Conference or represented Virginia at a previous National Leadership Conference is not
eligible.

State Leadership Conference Eligibility: First and Second Place regional winners are
eligible for competition.

National Leadership Conference Eligibility: First and Second Place state winners are
eligible for competition.
