In the early 1980's the USAF announced a program to develop a replacement for the F-15C Eagles now in service. In 1986 the USAF selected two designs for prototype testing: the Lockheed/Boeing YF-22A and the Northrop YF-23A. The YF-22A and its Pratt & Whitney F119 powerplant won in April 1991, leading to a contract for 11 (now 9) flying prototypes (seven single-seat F-22A's and two-seat F-22B's), a static airframe and a fatigue test airframe.

Although the two YF-22A's were constructed largely of metal, some 28% of the F-22A/B airframe will comprise composites. The angular design incorporates low observables in its construction and configuration, the latter having been refined somewhat for production aircraft. Maneuverability is enhanced by a triplex digital FBW flight control system and two dimensional thrust-vectoring exhaust nozzles, while the advanced technology reheat powerplants allow the aircraft to operate in supercruise (supersonic cruise without afterburner augmentation).
