Q#21A Other programs coiwrite.exe

coiwrite takes information from NPED and writes the data files for COI.

NPED is written with old DOS technology.  It cannot write a file name more than eight characters long.  To get past this issue coiwrite.exe reads the files coipath.txt, coifleid.txt, and coidata.  It then writes the data file in the coi directory with a 18 character name.  NPED creates coifleid.txt, coidata.txt, and then calls coiwrite.exe to create the file with a long name.
