The southern most Elven kingdom in the Elven lands, Evaria’s High Elven rulers long ago decided to take an interest in human affairs, believing that by doing so they could prevent the sort of abuses committed by the empire. They have served as a force of goodness and enlightenment for centuries and see themselves as the gentle guardians of humanity. So gentle is their guidance that very few Humans have realized the elves are taking so direct a hand in their affairs.
Evaria is dominated by hilly, forested terrain. The elves live in harmony with their lands and take steps to preserve its beauty. One can often not even tell where the wilderness ends and the hidden Elven cities begin. The land is blessed by an abundance of rainfall (up to 100 inches per year) and moderate temperatures. Evaria’s overwhelming physical trait is its pristine beauty, a beauty regulated by Elven law.
The kingdom is primarily populated by high elves, though humans are welcome (if they can behave) and a few isolated halfling settlements exist as well. Dwarves, while technically welcome, are treated cooly and often find the environment less than pleasing to their sensibilities. Humanoids are nearly unknown here as they are hunted and often killed on sight by Elven patrols.
Ruled by a high Elven council which is led by a High Councilor (Currently a woman names Elianilae Wildflower). The council commands the loyalty of a small army of Elven rangers and elk riders whose primary responsibility is to patrol the borders. Each Elven city is governed by a council of elders also known as the City Elders. Each Council of Elders is governed by the oldest and wisest known as the Chief Elder. Each city maintains a small militia, mostly swordsmen and archers charged with keeping the peace and defending the city in times of extreme need. In desperate situations, the High Council can call on the forces of the Elven Legions to defend them. But, the Legions come with a price. The High Queen of the Elves, Serena Arieloni, has been known to replace high councils who prove weak enough to need assistance. Also, the Elven Legions are not exactly known for their generous natures.
