For those of us who should remember,
Leigh Horn began his Law Enforcement career in 1969 with the Los Angeles County Sheriff's Department.
Leigh was given a number of assignments while working for this agency.
In 1979 Leigh joined the San Luis Obispo Police Department. During that time, he was promoted to the position
of Field Training Officer and later as a Detective. In his off-duty time, Leigh became a Training Officer at the Allan Hancock
College Police Academy. Officers who were instructed by Leigh would often comment on his easy going nature and his
ability to set people at ease.
In 1984, Leigh accepted a position with the Grover City Police Department as a Sergeant. Leigh was a natural leader of men.
He was supportive of the officers in his charge and his gentle urging and guidance was responsible for many
successful careers to follow.
In 1986, Leigh was diagnosed as having Leukemia. Despite surviving many violent street encounters, this disease was to become
an in-conquerable foe, for in 1988, Leigh passed away.
Leigh is remembered by those who knew him as a person who conducted himself as if it were his life's commitment to bring only
the best into Law Enforcement, and to elevate those around him to their highest potential.
The Leigh Horn Memorial Award, bestowed on the "most improved" (Allan
Hancock College) academy graduates, has since been retired from presentation by
this Police Association.
