Here's one that will pass the grade, they have approx. 20 day binary retention (yeah i am not kidding 20 days they have a multi terabyte news server),
no cancels, 90+ % completions, mulitple simultaneous connections per IP, and no charge for header downloads.
They also have great feeds, so the posts are fast, up to 8 connections per IP on one account. I used 4 of their servers and got great speed from all of them (about 60KBbs - 180KBps).
You can only connect to one server at a time, but they give you 4 forced routing URLS so you can get the best speed. You can also comebine the 4 server URLS if your program allows it.
Pros: Price $1.00 per GB (gigabyte), easy cancellation, accounts can be manually or automatically recycled.
Cons: The servers weren't as steady as "Giganews", but durring the day i got about 40KBps and at night about 180 KBps. Also, the pricing is traffic-volume based, not time-based.

Here's a good option, GigaNews lists over 62,000 newsgroups. They have a 12.5 days of retention in binary groups, and over 150 days in text groups.
No cancels, 99% completions, and no charge for header downloads on "full service accounts"(fsa). And for all you chronic posters, they
don't count uploads or limit posting on regular or full service accounts. They also offer manual recyling of accounts.
They offer 4 servers so you can select the fastest connection to your location, and you can use their
"Reverse Traceroute Utility" to see which is the fastest server for you.

Easynews lists over 36,000 news groups. You can use a web interface or connect
directly to a news server(NNTP). $9.98 membership allows you to transfer 6 gigabytes per month
It's worth noting the web interface has longer retention than
the NNTP, 38 days vs 14. Why the different retention rates, well
whats being hollered is it takes more disk space to store NNTP. If a file is posted more
than once across usenet the web interface only stores one copy, but the NNTP
server stores each one, because it has a different
article ID, and may have additional text posted with the file (both these
things are discarded by the web interface). Also since the servers aren't decoded,
they suffer the Uuencode overhead as well (good case for using yEnc). Which in short means
the NNTP fill up faster so they have to delete files quicker.
Pros: 38 day web retention, get groups by NNTP and web
