The obituary of Casimir Donegan, James' brother says that Casimir is the brother-in-law of Clevy Donegan. The Davenport directories list a James J. Donegan with wife Clevetine, so that obituary lets me know that I can associate this James with the James J. and Clevetine of the directories.

James began his career with Ralston Purina as a laborer by 1931. In 1936 he was an assistant foreman and a foreman in 1938.
