Leo was a son of Edward and Mary (Reagan) Downey. His sister Ethel married Lillian's brother George Lawler.

At some point after his marriage to Lillian Lawler, maybe after she died, Leo homesteaded a farm in Oklahoma but later returned to Iowa.

Leo remarried to Agnes Margaret Maher of Arcadia in 1920. Agnes Maher was a sister of Tom Maher who married Veronica Lawler. Leo and Agnes had three children: Mary Marguerite who m. Joseph Dunn, and John and Thomas Downey.
