country in this region with 120 million people of which more than 00% are
rural based, progressing with high ambition and highest budget allocation
in education sector taking realistic leap towards the dream of 100%
educated population by 2006. Established by an Act in 1992 and approved by
the highest authority of Bangladesh Government, the Bangladesh Open
University (BOU) is working with total dedication to spread out education
for this general mass residing at the remotest region of Bangladesh using
advanced IT techniques and methods. Necessary factors are thoughtfully
considered; like, the Socio-economic status of the country with respect to
the contemporary world, generalized use of this modern media of
technology (radio, tv, computer, Internet). BOU has chalked out
diversified activities including formal and non-formal programs with
current student number reaching nearly at 140,000 and expectation of more
than 500,000 wit)-)in next five years. infrastructure has been setup to
accommodate these high number of students and at present BOU is
working with strong responsibility taking support from two dedicated
servers; one with Linux, offering e-mail service to more than two hundred
users residing at campus and twelve remote regional resource centres
through dial-up techniques. A fiber optics based Wide Area Network (WAN)
has already partially been established and this network will be able to
make connection to all regional resource centres, 80 local centres and all
universities of Bangladesh through a high speed radio-link. This
information infrastructure involves a proper bench mark, adequately guided
strategy and extensive use of a digital library using necessary LAN/WAN
communication network and interactive multimedia methods to promote
the computer supported collaborative learning system to reach those remote
based population beyond conventional learning processes. Implementation of
this virtual learning system needs to accommodate our moral, ethical,
legal, social, economical and institutional supports.
