Here is the story from my good friend from school, dbzmastr. And I quote from his words...

"Dragon Ball, Z, and GT is the most popular animation drawn by, Akira Toriyama. The series is basically a constant Power Struggle between Good and Evil, for magic balls called Dragon Balls, hence the title Dragon Ball. When brought together, the Dragon Balls call forth a giant magical dragon named, Shenlon. When called upon, Shenlon can grant the possesor of the balls one wish if its beyond reason. However master Roshi states that Shenlon wont grant the same wish twice for the same person, ironically he neglects to mention that Goku has been wished back many times."
