史勿夫先生是一名熱心的義勇軍，他深深了解到紀律的價值；他相信團體精神和軍事紀律融合在宗教活動中，將更有助於教導兒童。於是在一八八三年十月四日，他召集了三十名，在格拉斯哥自由學院教堂舉行編隊儀式，並將這隊定名為基督少年軍(THE BOYS'
BRIGADE)。而基督少年軍的宗旨是：「於青少年人之間，擴展基督的國度，同時促進服從、虔誠、紀律及自愛等良好行為，以達成基督化的人格。」

於是歷史上第一個少年制服組織便成立了。

基督少年軍的新穎觀念迅速蔓延整個英國，各地教會紛紛醞釀向他效法，組
織類似的團體，而且更不約而同地選擇了基督少年軍這稱號。不到一年，基督少年軍已發展成為一股難以估計的新興力量。最初組成的隊伍這時便定名為基督少年軍格拉斯哥第一分隊。

基督少年軍創立於一八八三年，一八八七年傳到美國，一八八九年至加拿大，一八九一年至澳洲，一八八九年至南非。基督少年軍的概念亦被不少的歐洲國家所採納，尤其是在北歐、丹麥、瑞典及芬蘭也有成立類似基督少年軍的組織。

但直至五十至六十年代，基督少年軍的世界性發展才算是最大，分隊紛紛於太平洋島嶼、東亞洲、非洲及加勒比海一帶成立起來。基督少年軍亦於一九五九年於香港成立第一支分隊。

基督少年軍遍佈世界超過五十多個國家，成員幾達五十萬。世界議會是一個世界性團體，召合各成員國及與基督少年軍有關的青少年組織，彼此分享信仰、工作經驗、意見及資源。早在一九六○年己有成立此團體的意思，但正式生效日期要算是在一九七六年於星加坡舉行的世界議會委員會會議。世界議會委員會由八個區域團契的代表組成，每三年聚會一次。香港基督少年軍所屬的東亞區域團契現每年半聚會一次。

William Alexander Smith was born on October 27th 1854 in the small Scottish town of Thurso. After his father's death on a business trip to China, 15 year old Smith was sent to live with his uncle, Alexander Fraser, a wholesale merchant in Glasgow. After leaving school, Smith went to work for his uncle during which time he worked hard to further his education through personal study.

From his arrival in Glasgow, Smith attended and later became a member of the Free Collage Church, under the ministry of the Reverend George Reith. Smith joined the 1st Lanark Rifle Volunteers and also the local YMCA. He also became an active church worker under the guidance of the Rev Reith. Gradually Smith met "the boy" for the first time when he was introduced to the North Woodside Sunday School, a mission school of which the Free Collage Church was the parent body.

Smith's strength of character developed fast and soon he left his uncle's employment and started out in business with his younger brother in the world of commerce as "Smith, Smith & Co".

THE NEED FOR THE BRIGADE

In those days, in any large city, Sunday Schools were a hotbed of disorder, and North Woodside was no exception. Smith, having received the Queen's Commission in the 1st Lanark Rifles, soon recognised the virtues of a soldiers life. The riot and turmoil that now faced him in the Sunday School would have turned many a man away, but Smith came, he saw and after due thought and preparation, he conquered.

The rough boys were soon listening to their new master with respect, friendship and hero worship. Besides this talent for managing boys, Smith had a similar aptitude for dealing with his fellow men.

Smith became very distressed at the number of ex-members of his Sunday School that were slouching through the streets and ganging in corners. He was upset by the good material going to waste and felt that the lack of discipline and neglect were at the root of the trouble. The twin pillars of discipline and religion were looming large in his mind.
