Lieutenant Richard H. Green, U.S. Navy (Ret.)

Lieutenant Green was born in Waterbury, Connecticut, the son of Mary L. and the late Horace H. Green.  He was raised in southern Connecticut and attended public schools there.

He enlisted in the U.S. Navy on 25 April 1977 and completed recruit training at RTC Great Lakes, Illinois in November 1977 and Personnelman Class “A” School in Meridian, Mississippi in January 1978.  His early sea duty assignments include the nuclear-powered guided missile cruiser USS BAINBRIDGE (CGN 25), the nuclear fast attack submarine tender USS FULTON (AS 11), and Naval Mobile Construction Battalion 62.  From November 1983 until October 1987, he was assigned to Navy Recruiting District New York as Chief Administrator.  He was selected as the District’s 1985 Sailor of the Year, Navy Recruiting Area One Sailor of the Year, first runner-up Navy League New York Sailor of the Year, and 1987 Support Person of the Year. From November 1987 to December 1989, Lieutenant Green served in USS PETERSON (DD 969) as Personnel and Administrative Officer.  From 1977 to 1989, Lieutenant Green progressed from Seaman Recruit to Senior Chief Petty Officer.  

Lieutenant Green was commissioned an Ensign (Limited Duty Officer) on 1 November 1989.  His officer assignments have included Ship’s Secretary in USS AMERICA (CV 66); Officer in Charge, Personnel Support Activity Detachment, Yorktown, Virginia; Inservice Procurement/Transfer and Redesignation Branch Head at the Bureau of Naval Personnel, Washington, DC;  and Administrative Officer and Executive Department Head, USS WASP (LHD 1). While assigned ashore in Yorktown, Virginia, he was temporarily reassigned as the J1/N1 Personnel Operations Officer for Commander, Joint Task Force 120/Task Force 120/Commander, Second Fleet embarked in USS MOUNT WHITNEY (LCC 20) during Operation Uphold Democracy in Haiti.  His final assignment prior to retirement was as Administrative and Protocol Officer to the Assistant Chief of Staff (Intelligence), Combined Forces Command/United Nations Command/U.S. Forces Korea, a Unified/Combined/Joint command from February 2000 to March 2001.  Lieutenant Green’s eight operational deployments include five Mediterranean and three Western Pacific and include service in the Persian Gulf and Red Sea during Operations Desert Shield and Desert Storm.

Lieutenant Green has been awarded the Defense Meritorious Service Medal, Navy Commendation Medal (4 awards), Joint Service Achievement Medal, and Navy Achievement Medal (4 awards).  Other awards include the Navy Unit Commendation, Meritorious Unit Commendation (3 awards), Navy “E” Ribbon (2 awards), Good Conduct Medal (3 awards), Korean Service Medal, Navy Expeditionary Medal, National Defense Service Medal, Armed Forces Expeditionary Medal, Southwest Asia Service Medal (w/3 bronze campaign stars), Sea Service Deployment Ribbon (8 awards), Overseas Service Ribbon, Navy Recruiting Service Ribbon, Coast Guard Special Operations Service Ribbon, Kuwait Liberation Medals (Kuwait and Saudi Arabia), and Expert Pistol and Rifle awards.
