Tobias Andrion is the Administrator of the Empire. He is the military right arm of the empire and the figurehead of its continuing freedom. He has brought victory to the armies of the Empire many a time as he has seen the plans of the enemy when studying the terrain and what the scouts told him.
If you take Tobias Andrion he must be the General of your army. When deploying you always deploy last and start first.
