Purpose:
To facilitate sustainable human development through the provision of welfare services and developmental projects in a globalised and human rights context

Functions:
1. To promote the development, implementation and assessment of legislation, policy and strategies for the delivering of social welfare services and co-ordinate cross cutting policy work for the Department 
2. Advocate for a balanced, integrated and sustainable development of the South African population
3. To ensure the business repositioning of the Department, continuous improvement of management and  leadership, and appropriate mechanisms for policy support, human resource management, development,  strategic planning and sectoral performance
4. To benchmark information, payment and communication services against world markets for an efficient and effective information, payment and communication service delivery for welfare.
5. To render prescribed financial and procurement, accounting and administration services for effective and efficient service delivery for the welfare function.
6. To render an internal audit service with regards to critical areas of evaluating and monitoring resource management.
7. To render high level executive, parliamentary, secretariat and advisory services to the office of the Director-General.
8. To provide professional advisory service and administrative support to the Ministry

Purpose: 
To promote the development, implementation and assessment of legislation, policy and strategies for the delivering of social welfare services and co-ordinate cross cutting policy work for the Department 

Functions:
1. Responsible for the development, implementation and monitoring of 
policies, strategies and regulations for community development and public private partnerships
2. Develop and maintain relevant social welfare service legislation, a policy framework and national strategies which contribute to the well-being and competence of citizens.
3. Develop, co-ordinate, implement, monitor and evaluate policies and 
strategies for an integrated comprehensive social security system and facilitate financial planning for social security programme consistent with national macro economic and developmental goals

Purpose:

Purpose:

Functions:
1. Promote mutual understanding on welfare issues amongst stake holders through effective communication

3. Promote effective communication both inside and outside the Department.
4. Design and management of all information systems

Purpose:
To render prescribed financial and procurement, accounting and administration services for effective and efficient service delivery for the welfare function

Functions:
1. Render the prescribed financial accounting and administration services as well as develop, implement and maintain effective and efficient financial management, accountability and reporting mechanisms for the welfare function
2. Render procurement and office support services

Purpose:

Functions:

2. Review systems to ascertain compliance with legislation, regulations, policies and instructions
3. Appraise the economic efficiency with which financial, human and other resources are employed
4. Monitor the accomplishment of established objectives and goals for 
programmes
5. Evaluate financial and operational systems
6. Advice and get services of forensic auditing for the Department.
