• Use M-x apropos to search functions and variables matching a certain name.
• Use M-x customize-group to find relevant options.
• Use the Emacs and the Elisp info manual.
• Use the copy of the FAQ accessible via C-h F.
• Use the package finder using C-h p to find Emacs packages.

The documentation page of the Gnu Project will tell you where to get the elisp manual.
