'STORM' (C+) It may be the most expensive cruise-ship revue ever staged. The Latin-themed production, by Ricky Martin's management, takes pop standards from Gloria Estefan's Conga" to Sting's "Desert Rose" and piles on the clutter. The more-is-more approach works in short bursts, thanks to a sexy cast and a lively band playing from the sidewalls of the theater. It might have played in the old floor-show days, but doesn't compare well to conceptually focused efforts by Cirque du Soleil or the Blue Man Group. (11/9/01 M.W.)
