This has become a favoured method of getting rid of undesirable military leaders. Within the past couple of months it has been used in Venezuela, Tunisia and Russia. More generally there have been a fair number of crashes of military helicopters resulting in military fatalities -- some of them American.

'The CIA has declined to comment on a report claiming it knew two of the September 11 hijackers were in the US and were connected to al-Qaeda.

CIA KNEW OF HIJACKERS

'US officials have acknowledged that the CIA learned of two of the September 11 hijackers in early 2000 but failed to alert domestic authorities.

'Malaysian authorities gave intelligence to the CIA on Khalid Almihdhar and Nawaf Alhazmi, two of the hijackers who flew an aircraft into the Pentagon. Their names were not put on a security list before they entered the US.'

'RUMSFELD MISSION TO CALM ASIAN TENSIONS

'US Defence Secretary Donald Rumsfeld is expected to meet [British Prime Minister] Tony Blair in a bid to defuse tensions over Kashmir ...

He is thought to be heading for Brussels to meet Nato chiefs before coming to Britain for talks with Mr Blair and Defence Secretary Geoff Hoon.

'The discussions will cover the Kashmir crisis and the war on terror.

like Colin Powell before him and the latter's 'peace mission' to Israel and Palestine (that too at an apparently critical conjuncture between the two states), Rumsfeld is taking the slow way, stopping off at various 'ports of call'. Powell didn't in the end visit Palestine (because of the virtual state of war which Israel had imposed on it), but made various other undoubtedly useful contacts 'on the way'. Like Powell, and Dick Cheney, Rumsfeld is cementing support for the War Of Terror and perambulating the boundaries of the US cabal's prospective Middle Eastern oil empire. It is in the cabal's interest that Palestine and Pakistan are battered into the ground by the cabal's allies-of-convenience, Israel and India, to pave the way for securing the western and eastern flanks of this projected empire.

Presumably George Tenet had left before the attack! ... Dovetailed actions, no doubt.


British counter-espionage service MI5 has drawn up a secret list of up to 350 potential terrorist targets, the 'critical national infrastructure', including nuclear power stations, oil refineries and communications centres. (Ibid., p.308)


'BUSH PLANS [DEPARTMENT OF HOMELAND SECURITY]

'President Bush is to propose a new department of homeland security to focus on protecting the US from future attacks, the White House has said.

The cabal has always wanted to have the 'homeland security' entity upgraded to a Cabinet-level Department of the administration. To further the creation of a 21st-century all-American KGB.

There is a disturbing story that Congress itself supports this move, and that Bush was 'reluctant' to pursue it. If true, it would auger ill for that last thread of political hope for liberty in the USA. Hopefully this is cabalistic misrepresentation. Bush would look better (well, less bad) if he and his were not seen to be always the ones to be pushing authoritarian measures, and if it were the 'other side' (specifically the Congress, in this case) that were sometimes seen to be proponents of them.

The cabal is now overtly tilting towards both Israel and India; why has it chosen not to 'come out' before? Why pretend to support a Palestinian state in the first place? Because it wants one, but only as a puppet of itself? It needed a pretended alliance with Pakistan, of course, to get into that region in the first place.


The Department of Homeland Security will have 170,000 personnel (who currently mostly work for other agencies). It will have a $37bn budget. Its creation will be 'the greatest government reorganization since 1947' (when the CIA and the National Security Agency were created).

To which may be added, it is central (literally) to the cabal's prospective M.E. oil empire (and itself has considerable oil reserves, c.100bn barrels). The extreme nature of its Soviet-style police state provides a better excuse for attack than, say does Iran.


Under US and Israeli pressure, Arafat has reshuffled his cabinet, reducing it from 31 to 21 ministers; he has replaced himself as interior minister (who oversees the security forces) with General Abdel-Razzaq al Yahya. (BBC Ceefax, p.111; ITV Teletext, p.306)

Pakistan agrees with India and Richard Armitage that tensions are easing (after Armitage's visit); Musharraf said the chances of war are now 'minimal'. But cross-border shelling is continuing.

'6,000 ANTI-TERROR VOLUNTEERS [to be set up in Britain]

'Six thousand Forces volunteers are to be trained to form an anti-terror reaction force, it has been claimed.

'Under plans believed to be published by the MoD [Ministry of Defence], the force will assist the police and civil authorities in the event of a September 11-style attack.

'Volunteers would remain with normal units but [be] earmarked for availability in the event of a terrorist attack.'

'AL-QAEDA BOMB ATTACK ON US "THWARTED"

'An attack on the US with a radioactive "dirty" bomb has been prevented, US Attorney-General John Ashcroft has said.

'An al-Qaeda operative who was planning to "build and explode a radiological dispersion device, or dirty bomb in the US" had been captured, he said.

'"Known terrorist" Abdullah al-Mujahir [an alias, see below] was arrested on May 8 as he flew from Pakistan into Chicago O'Hare airport.

'Mr Ashcroft was speaking in a televised announcement from Moscow [!].'

Al-Mujahir 'is now in military custody after officials determined he was an "enemy combatant" who posed a serious threat.' (ITV Teletext, p.303)


His real name is said to be José Padilla, a former Chicago 'street-fighter', who has converted to Islam. He is a US citizen, but has been classed as an 'enemy combatant', and (presenter John Snow suggested) was liable to be tried by a military tribunal. (British Channel 4 news at 7 p.m.)


The cabal is apparently trying to extend the tribunals' jurisdiction to US citizens. Snow talked sceptically of the 'revelation's' political convenience, but didn't pursue this to what seems the visible conclusion — that the affair was 'got up' for this purpose. He noted that the 'revelation came at a time when a Hollywood movie with just such a theme — a terrorist radiological bomb — is no. 1 in box-office America.


Bush has spoken supportively of the latest Israeli assault against Arafat, saying it was a limited operation with specific targets (viz. particular terrorists) and that Israel has a right to defend itself. The Palestinians say instead that it is (a continuation of) the destruction of the Palestinian Authority.


'India is reopening its airspace to Pakistani flights ...[,] will send an ambassador to Islamabad ... [and] may also pull back five warships from waters close to Pakistan ...' (BBC Ceefax, 10 June 02, p.104)

How to conduct war in the age of nuclear weapons: cold war. We will probably find out sooner or later what the Americans and Indians have extracted from Pakistan in return for these 'concessions'.


Moroccan police have arrested three Saudi al-Qaeda agents planning suicide operations against British and US ships in the Strait of Gibraltar, Moroccan officials said. This was after Moroccan collaboration with other 'friendly' intelligence agencies. (ITV Teletext at 11:30 p.m, p.304)

Doubtless the CIA was first-and-foremost among these 'friendly' agencies; the announcements of these arrests and that of 'dirty bomber' al-Mujahir seem to be coordinated.

The cabal may be tilting toward targeting Saudi Arabia. Cf. tonight's BBC Newsnight interview with a US State Department official.

The Democrats (if we believe the news) abjectly knuckle under whenever the cabal applies the pressure and the agitprop.

'Spain's El Pais finds it "strange" the plot to set off a radioactive device was made public a month after the main suspect was arrested in Chicago.

'It also criticises the Bush government for "fuelling public alarm" by repeating "on a daily basis" that al-Qaeda will strike again.

'However, the paper admits the risk of an attack is "feasible".

The timing of this 'information release' is of course part of the cabal's political struggle with Congress. Public 'terror-stoking' has become an established technique of the cabal since Sept. 11, and is periodically wheeled out (especially on monthly anniversaries) whenever the cabal deems it opportune or feels the need to combat opposition to them divert attention from investigations of them. Another attack will occur whenever the cabal gets up its nerve for it -- or the cabalistic hawks prevail.

After meeting Indian Prime Minister Vajpayee in New Delhi (yesterday), US Defense Secretary Rumsfeld claimed he had seen evidence of al-Qaeda 'near the line of control' in Kashmir. (BBC World Service News at 1 a.m.) But after protests from Pakistan (where Rumsfeld is today) that there is no such presence, he backtracked on this statement. Following Deputy Secretary of State Armitage to the subcontinent, has Rumsfeld contracted 'Armititus' (viz. an ability to find al-Qaeda in the most unlikely places)? Of course, he's just practising the usual cabalistic method, of setting up excuses for American intervention in places even indirectly useful to the cabal's projected oil empire. (But he's yet to top Armitage's 'discovery' (itself quickly retracted) of a Qaeda and Hezbollah presence in Ecuador's oil-rich Amazon region (see diary for April 2002, under 20 April).


'COLORADO FOREST FIRE ADVANCES ON DENVER

'A state of emergency has been declared in Colorado as a huge forest fire threatens the city of Denver.

'Some 5,500 people have been evacuated and 40,000 more are preparing to leave. ...

'KARZAI ELECTED NEW AFGHANISTAN LEADER

Karzai thought he had already been 'elected' at the beginning of the Loya Jurga's sitting — on a 'show of hands', presumably — when he received a round of applause from the delegates. This alone says much about the 'democratic process' in Afghanistan. As does the fact that the ex-King said he wouldn't stand against Karzai in the election was announced by the American ambassador three hours before he said so himself.

'10 KILLED IN SUICIDE BLAST [by US consulate in Karachi]

'A suicide bomber has killed himself and 10 others and injured 45 in an attack on the US consulate in Karachi.

'No Americans were among the dead, but a marine guard suffered slight injuries when he was hit by flying debris.

'It was the fourth attack aimed at foreigners in Pakistan since January and prompted the US government to consider scaling back diplomatic staff.'

POTTER'S BAR CRASH — RAIL WORKERS SOUGHT

'British Transport Police are trying to trace five "mystery" railway workers seen on the track about four-and-a-half hours before the Potters Bar rail crash.

'Maintenance firm Jarvis has said none of its staff was there at the time.

'Seven people died [in the crash] on May 10 [2002].

'Preliminary investigations revealed the crash may have been caused by loose nuts on a nearby set of points.'

Jarvis has previously suggested sabotage as the reason for the crash, probably to divert attention from shoddy maintenance. The company hasn't yet suggested al-Qaeda, but (inspired by the US cabal's catch-all, blame-all bogeyman) they might do so any day now.

We are degenerating to the level of Stalin's Russia, where blame for accidents (due to shoddy workmanship) was routinely placed on counter-revolutionary saboteurs backed by hostile foreign (in this case Western 'imperialist') agents.

Tens of thousands have demonstrated against President Chavez in Venezuela's capital Caracas. Rumours that another military coup is in the offing have been spread in opposition emails. (BBC World Service news at 1 a.m.)


'CIA "POWERS BOOSTED" TO TAKE ON SADDAM

'President George Bush has authorised the CIA to use lethal force to capture Saddam Hussein or to kill him in self defence, [!] a US newspaper has reported.

'The CIA has been given extra powers for covert operations aimed at removing the Iraqi leader, the Washington Post said. [See below for refs.]

This includes the use of small special forces teams inside Iraq, it said.

'A CIA source was quoted as saying such action would be mainly preparation for a full-scale military attack.'

But sooner or later the cabal will have to cut the crap and do something, if it wants to stay credible. I'd prefer that it was incredible; a broken-down Little Stalin By The Oilfields is preferable (for all except Iraqis) to a world-guzzling Big Brother version in Washington.


Dan Eggen (in his article 'Ashcroft's High Profile, Motives Raise White House Concerns', Washington Post, 17 April 2002, p.A04) makes some notable if relatively mild criticisms of this key cabal officer. Some extracts (emphasis is mine throughout):-

'The series of dire announcements last Monday about the alleged "dirty bomb" plot began, as these things often do, with Attorney General John D. Ashcroft.

'Peering grimly into a Russian camera and bathed in an eerie red glow, Ashcroft broke away from meetings in Moscow to announce that the United States had "disrupted an unfolding terrorist plot" that could have caused "mass death and injury."

'Only after Ashcroft's initial statement did Americans learn that Jose Padilla, arrested on May 8, was alleged to be merely in the initial planning stages of a plot and would not be charged with any crime. His research on radiological weapons, U.S. officials said, consisted largely of surfing the Internet.

'The handling of the announcement earned Ashcroft a rare rebuke in the form of leaks from the White House -- where surprised aides viewed his remarks as alarmist -- and crystallized an issue that has simmered for months in the Bush administration and the Justice Department.

The Israeli 'cabal' mimics its US counterpart with its own diddy version of terror-warning terrorism, in respect to 'weapons of small-mass destruction'.


The US cabal still strives to pick a fight with China. It failed to do so with its first couple of attempts: that plane given to the Chinese leader with 27 bugs -- before the Chinese stopped counting; and the cabal probably had their fingers in the incident where a North Korean 'fishing boat' was machine-gunned out of the water by the Japanese 'coastguard'. The Third Way is to exploit the wave of North Korean defections to various embassies in China. Chinese police have apparently illegally pursued defectors into embassy compounds, committing great international outrages in the process, such as tearing one diplomat's jacket, and bruising another's nose, or something of the sort. The US has expressed its interest in this matter.

Israeli right-wingers, as well as Palestinians, are unhappy about the new 'Great Wall' being erected to separate Israel and the West Bank, which both sides say will isolate them. It is promoted by Israeli government 'moderates' from the Labour Party.

The Israelis can (and no doubt have in mind to) prevent this 'symmetry' by subdividing the West Bank with internal fencing. A start has already been made in Gaza, which was already surrounded by a security fence; now it has been cut in half by a further fence.

As the 'conventional warfare' British finally beat the 'guerrilla' Boers by 'sectioning up' their entire land with a network of barbed-wire fences, so the Israelis may do the same to the Palestinians. They may drive the population into a series of concentration camps, as the British did the Boers, perhaps to be accompanied or followed by ethnic cleansing (said to now be acceptable to many Israelis).

And it's just three years since the West nobly fought against this very thing in Kosovo. Now, with the hard right in power, America may tacitly support their strategic allies the Israelis in this very thing.


US Attorney General Ashcroft is now using the War of Terror to attack 'opposition lawyers'. Lynne Stewart, lawyer for the 'Blind Sheikh' (acquitted of Sadat's assassination, etc). She's being prosecuted for remarks with her client picked up by FBI bugging. (BBC Newsnight, 18 June 02)

This policy is not new of course; the Israeli's established technique is to generate such attacks to provide a pretext for the gradual conquest and ruin of the Palestinians.

This is clearly a tit-for-tat reprisal for the mother and her three children killed in a West Bank Jewish settlement yesterday. Though the Western media have so far reported the Israeli version of events without uncritically.

Revenge is a potent control mechanism, for individuals and societies geared to it. This is why suicide pilots are a more reliable device than computer/remote-controlled aircraft, for example. (But we've only got the FBI's word for the 19.)

'AL-QAEDA BEHIND TUNISIA ATTACK — REPORT

'An al-Qaeda spokesman ['Sulaiman Abu Ghaith'] has reportedly claimed the group was behind an attack on a synagogue in Tunisia.

'Arabic TV station al-Jazeera [in Qatar] broadcast an audio tape of what it said was the spokesman saying al-Qaeda carried out the attack, in which 19 people died.

'The man also denied Osama bin Laden had been killed, saying he planned to make a television appearance soon.

'The recording also reiterated threats to attack US targets.'

The Tunisian 'attack' was a fuel-truck explosion outside a synagogue. The al-Jazeera report is evidently co-ordinated with the FBI's latest 'terror-warning' that fuel tankers may be used to attack synagogues, etc. (The FBI say they got their information from Taleban and al-Qaeda prisoners.) Is this a case of al-Qaeda jumping on the bandwagon or of an agitprop campaign with a common origin? I'll leave the judgement as an exercise for the reader.

In claiming bin Laden is alive, the 'al-Qaeda spokesman' follows the recent US government trend to state the same. Another instance of common origin? (Another reader exercise.) Perhaps Osama will be a surprise guest on the Larry King show.


'ANTHRAX IN LETTERS "WAS FRESH"

'Scientists say anthrax sent through the US mail last year was less than two years old, implying whoever sent the germs could make more, a report says.

'The age of the strain that killed five people gives credence to the idea that the person who sent anthrax letters is connected to a microbiology lab.

Aside from the US government's established routine of scaring the population (and they're used to it, so it doesn't any more). The first investigations into the anthrax attacks seemed to be genuine, for the reason that it was homing in on army and CIA sources. But cabal-man Mueller has by now (presumably) brought the FBI sufficiently to (his criminal) heal to queer the investigation, divert it into blind alleys. But there isn't sufficient evidence given in the above report to pronounce on this for sure.

The US cabal has probably installed into its targets of conquest a set of ambassadors who are directed agents of its preparatory psywar, who may be of the ethnic background of the targets and thus having a more intimate knowledge of them. The British police's concerns are presumably based on 'information' stemming (directly or indirectly) from the CIA, or perhaps from the FBI (now that that body's cabal-puppetization is more advanced).

Such techniques have already been used to conquer Afghanistan, to browbeat, menace and subvert further targets of conquest (e.g. Pakistan, Iraq, Iran, Colombia, Venezuela — components of the US cabal's projected oil empire). The next stage of world empire already hovers on the horizon. Germany is supposed to have been a central host in the immediate planning of the Sept. 11 attacks; other West European countries also 'bear the fatal taint of al-Qaeda infection'. Their large Muslim immigrant populations provide the perfect excuse for pressure and/or action from the cabal to pressurize these countries, initially into servility, then into puppetdom, finally into direct administration ... by an American emperor?

A number of turnabouts have occurred to the right-wing American party in the last decade, making it more suited as an agent of the emerging imperial role of the Rome of the Western Civilization. At the end of the Cold War it abandoned its previous hardline stance to become isolationist. This has since reversed again, this time to a purely opportunist 'world-as-spoil' mentality. At the same time the more extreme type of ('conservative') Republicanism has become the dominant trend in the party. Their is an 'imperial' advantage to pro-Judaism, too, since Israel is a key tool in the American right's Middle-eastern oil imperialism.


Stanley Hilton, a former aide to Senator Bob Dole, is suing the US administration for 'allowing' the Sept. 11 attacks to happen (the San Francisco Examiner reported on 11 June 02).

San Francisco appeals court judges have declared the oath of allegiance, recited by schoolchildren every morning in nine US states, to be 'unconstitutional', because it pledges loyalty to the USA 'under God', which the court ruled broke the rule of separation of church and state.

Needless to say, this has resulted in a great bru-ha-ha, with senators reciting the pledge, cross-hearted, on the Capitol steps, etc etc. The US government is expected to appeal against the ruling.


'US MILITARY AIRCRAFT IN DEATH CRASH

'a US military aircraft has crashed in a wooded region of eastern France, killing at least one person on board.

'The plane, a single-seat A-1_ "warthog" anti-tank aircraft, crashed in the Vosges region, near the town of Rambervilliers.

ABC News reports that the FBI is 'very interested' in a report by a government scientist, produced in 1999, which describes how a terrorist should carry out anthrax attacks. It is said to fit in detail the pattern of the actual attacks (e.g. the quantity of powder in each mail packet should be not more than 2.5 grams so that the packet won't look suspiciously bulky). The scientist's home was searched on Tuesday (25 June). The scientist's name begins with 'H' (you must excuse my non-photographic memory here); the name Patrick William [must be 'Patrick, William'] also appeared on printed papers shown in the report.

--William Patrick's report, dated Feb. 19999, detailed scenarios for potential terrorist anthrax mail attacks, and 'He predicted that an envelope would hold 2.5 grams of anthrax, an amount strikingly close to what is thought to have been mailed to Senator Daschle'. (New York Times, 3 Dec. 2001)

So knowledge of the report is nothing new. It must be the latest scientist's name ('H...') that's new. [Steve Hatfill.]

William Capers Patrick III himself was interviewed for BBC Newsnight on 14 March 2002. He denies being the author of the report, or being behind the attacks ('I'm an American patriot'), but admits he could have known the person who was.

It may be a case of, 'OK, boys, who's gonna be a hero and take the fall for us?' This one will have to be the 'inadequate loner'.


Steve Hatfill, the latest scientist in the frame, also denies any conspiracy. Innocent or not, he is said to have 'worked closely with the military and CIA anthrax experts'. See ABC news reports of 25 June 02 and 27 June 02.

The US cabal may well be encouraging the Japanese and South Koreans to stage incidents with North Korea so as to bring about war with it. Last December Japan machine-gunned a North Korean fishing boat out of the water (see Diary, 2001, under 26 Dec.).

By arrogating American jurisdiction to the non-American world, the US judiciary has given legal status to the new American drive of world empire building. The ruling is specifically in regard to terrorist actions, but it constitutes a breach in the dyke of the sovereignty of non-American nations. It may be aimed, at the moment, at the oil cabal's immediate targets of conquest -- the 'axis of evil'; but this is elastic and potentially ever expanding (North Korea, Iran, Iraq, Syria, Libya, Sudan, Cuba, ?Venezuela ...)

The ruling continues a trend already established by the presidential decree on military tribunals, issued on 13 Nov. 2001. Section 2 of the decree specifies that anyone who is not a US citizen, and who is determined by President Bush to have been involved in 'international terrorism' against the interests of the US, is subject to the decree, i.e. to a military tribunal. Section 7 (b) arrogates superior jurisdiction to the military tribunals over all other world authorities (excluding the US president). It may be fairly remarked that the 'authority' of the decree extends over the large majority of the world's population.

Thus, in this legalistic way too, the 'War Against Terror' is an instrument of world conquest.

North Korea has 'angrily' rejected the South's claim that it provoked the Yellow Sea incident, and called the South's demand for an apology 'gross impudence'. The North says it was a brazen attempt by the south to undermine relations during the soccer World cup (hosted jointly by South Korea and Japan).

'North Korea has [also] rejected an appeal by the UN for talks to try to defuse the mounting tension with South Korea.'

'ID CARDS "FACE CROSS-PARTY OPPOSITION" [in Britain]

'Backbenchers from all parties will oppose the introduction of ID cards, the Home Secretary has been warned.

It may be the US cabal's intention to make Britain a laboratory for the conversion of a democracy into a police state, an experiment in which the British government seems only too willing to participate.
