BYLAWS OF AMALAGATED LOCAL 343
UNITED STEELWORKERS OF AMERICA

ARTICLE 1 – Organization and Meetings
1.01 The local union is an amalgamated local, consisting of Alcan, C. E. MacPherson, Lafarge Kingston, Lafarge Belleville, Hartford Fibres, Herbies Drugs, Canada Waste, and C.E. Pipe. and any other workplaces approved by the executive and members to be added to the local.
Each unit shall have the following officers: a Plant Chairperson, Vice-Chairperson (Secretary), and Unit Grievance Person.
1.02 The regular membership meeting will be held on the first Thursday of each month. Notice of meetings is to be posted on workplace bulletin boards of all units.
1.03 The Executive Committee meeting will be held on the first Thursday of each month preceding the regular meeting.
1.04 The Stewards Meeting will be held on the last Wednesday of each month.
1.05 Each unit may hold unit membership meetings as required. The president and recording-secretary shall be notified of the intent to hold a meeting in advance. Notice of all meetings shall be sent out by the Recording-Secretary.
1.06 The president shall have the right to alter all meeting times and dates in special circumstances.
ARTICLE 2 – Committees
2.01 Unit numbers in the following scale will determine unit committee members:
100 unit members – 3 members
101 to150 unit members – 4 members
Over 150 unit members – 5 members
2.02 Eligibility to run for a position on all committees shall be in accordance with the election provisions of the international constitution. Members shall have the same qualifications as set out for executive officers.
2.03 Those members nominated at a meeting for any union election including officers, committees and other elections, and who are present must stand or decline at such meeting. Those nominees unable to attend the meeting may send written notification to the recording-secretary of their intention to run for a specific position prior to the start of the meeting. Nominees who are not in attendance will be contacted by the Recording-Secretary as soon as possible after the meeting and shall accept or decline the nomination when asked or respond to a message within 24 hours. Those members who do not indicate within the procedure set out above shall be deemed to decline the nomination.
2.04 The vice-president shall serve as chairperson of the executive committee meetings.
2.05 The president shall be an ex-official member of all committees of the local and units.
2.06 Executive officers and others members as required by the local union shall be compensated for lost time when attending executive and regular meetings during working hours.
2.07 Unit Negotiations CommitteeA negotiation committee for each unit shall be comprised of members of the unit with the number as prescribed in article 2.01. The Unit Chairperson shall serve on such committee. Where there are two or more members the Vice-Chairperson shall serve as a member of the committee. Additional members as prescribed shall be elected at least 6 months prior to the expiry of the agreement. Where a negotiation committee exists at the time of any constitutional election or appointment of officers such committees shall continue until the task of negotiations is completed.
2.08 Unit Joint Health & Safety Committees The joint health & safety committee for each unit shall be elected by the members of the unit or appointed by the Unit Chairperson.
2.09 Local Union Health & Safety Committee shall consist of up to 5 members with no more than 2 from each unit and the vice president shall be the chairperson of this committee. The president may appoint members to this committee after consultation with the unit chairpersons. The president and vice-president shall be members of this committee.
2.10 Unit Grievance Committee shall be composed of the unit officers as prescribed in article 2.01.
2.11 Local Union Compensation Committee This committee shall be comprised of three (3) members who shall be selected by the local union or appointed by the union president.
2.12 Local Union Organizing Committee This committee shall consist of volunteer members, selected by the local union or appointed by the president, from all units who are willing to meet and assist to organize new workplaces into the Steelworkers union.
2.13 Local Union Trial Committee A trial Committee composed of five members shall be appointed by the executive committee subject to the approval of the local union membership, and shall be given the responsibility of conducting such trial. Neither the accuser nor the accused shall be eligible for membership on the committee. If the accused member is a member of the executive, he shall not participate in the selection of the trial committee.
2.14 Local Union Stewards Committee The unit stewards shall serve as members of the stewards committee. Stewards for each unit shall be selected by being nominated and elected by the members of the unit or appointed by the Union President after consultation with the Unit Chair. The Union President shall have the authority to remove any steward not performing their assigned duties after consultation with the unit's chairperson. The president, vice-president, recording-secretary, and unit chairs shall be afforded lost time to attend the stewards meetings provided they maintain full attendance at all stewards meetings.
2.15 Election Committee The election Committee shall be comprised of up to four members. Additional personnel may be appointed by the election committee chairperson for the purpose of scrutineering only. (Refer to the elections manual)
ARTICLE 3 – Conventions And Conferences.
3.01 The president of the local shall automatically be a delegate to all conventions and conferences other than the international convention. With respect to the international convention, he shall be one of the delegates provided however he must be nominated in accordance to the provisions of the convention call and elected by acclamation at the same meeting at which the nominations for any other delegates takes place.
3.02 In the event the president cannot attend as a delegate to a conference or convention, the vice-president, then the next highest runner-up in the election for delegates shall be the delegates to represent the local.
3.03 Delegates to conferences and conventions shall have the same qualifications as set out for executive officers by the international union.
ARTICLE 4 – Expenses, Travel and Lost Time
4.01 Executive Expenses The local shall provide the following as required to offset expenses per month:
President $ 85.00
Vice-President $ 65.00
Recording-Secretary $ 65.00
Financial-secretary $ 65.00
Treasurer $ 65.00
Trustees (3) $ 35.00
Guide $ 15.00
Guards (2) $ 15.00
4.02 Executive members must perform the duties required of the position as designated by international union, the executive committee, and the members to be eligible to incur and receive expenses as set out in article 4.01.
4.03 No executive member or unit chair shall collect expenses for more than one office. Executive members shall be afforded the lost time necessary to attend executive and regular meetings provided they attend all the meetings.
4.04 Executive members shall be entitled to a further monthly meeting expenses of $ 25.00 for all months provided they attend all scheduled executive and regular meetings. Unit Chairperson's shall be entitled to $ 25.00 expenses per month provided they attend local union membership meetings. Exceptions will only be permitted if the member is absent due to union business elsewhere and unavoidable work commitments.

Stewards of the local shall be paid $ 15.00 for attending stewards meetings.
4.05 Committee Expences: All members of all local and unit committees shall be entitled to up to the maximum of $ 29.00 per day for meetings at the union hall or local office.
4.06 Per Diem The local union shall pay in the amount of $ $35.00 dollars per diem a day to delegates attending events, conventions and conferences.
4.07 Out Of Pocket Expenses of $ 12.00 per day shall be paid for all schools and conferences where accommodations and meals are paid or union business more than 50 km from the union hall.
4.08 Travel to conferences, conventions and schools and other car use on behalf of the local union shall be compensated at a rate of $0.31 per kilometer. Train or plane or taxi travel, as necessary, up to and including first class travel, shall be paid by the local union.
4.09 No payment for lost time shall be made to any member for time spent on union business for any hours outside of the member's regular and normal working hours. Lost time shall not be paid for any overtime or accumulated hours. All requests for time away from work to perform union business shall be approved and authorized by the Union President prior to the beginning of the loss of time to be eligible for reimbursement from the local union.
4.10 Lost time and expenses shall not be paid for a member who does not attend the event assigned by the local to attend unless an explanation for absence is presented to and accepted by the executive committee.
ARTICLE 5 – Affiliation
5.01 Local union 343 shall be affiliated, pay dues and send delegates, where prescribed by the organizations, to the to the following organizations:
The Ontario Federation of Labour
The Canadian Labour Congress
The Kingston & District Labour Council
The Steelworkers Eastern Ontario Area Council
The New Democratic Party
The Steelworkers Aluminum Council
The Presidents & Unit Chairpersons Council
ARTICLE 6 – Good and Welfare
6.01 In the event of the death of a member or in a member's immediate family namely: mother, father, spouse and children, the member or family shall receive a memorial bible, or a donation to a recognized charity, or a floral wreath.
6.02 Members who enter hospital shall receive a fruit basket.
6.03 All retiring members and their spouse shall have their first year membership to the local Steelworkers Organization of Active Retirees (SOAR) paid by the local union.
6.04 All active stewards who have attended at least 3 stewards meetings shall be invited to the annual Stewards & Retirees Banquet.
6.05 All retiring members of the local union shall be invited to the annual Stewards & Retirees Banquet and shall be presented with a Steelworker watch or clock.
6.06 The local union shall endevour to have the company assign the local union president a straight day job in the workplace. If this should result in a lower classified rate of pay the local union shall make up the difference in rate.
6.07 The union shall permit the union president to take two additional weeks vacation. This vacation award shall be made after the president has completed one year in office and every year in office thereafter.
6.08 Unit negotiation committees shall be awarded vacation or pay in lieu of for negotiations and preparation according to the following scale:
Up to 10 days 1 day
More than 10 days 3 days
More than 15 days 4 days
More than 20 days 5 days
A days vacation or pay shall be equivalent to 8 hours.
ARTICLE 7 – Amendments and Additions to Bylaws
Intention to amendment or add to these by-laws must be submitted by the executive in writing, available in each workplace prior to the first reading as requested by a members to view, read out at two consecutive local union meetings, and passed by a two-thirds majority vote of membership present at the next regular meeting prior to being submitted to the international union for final approval. Notice to amend the bylaws shall be posted on plant bulletin boards or other medium for each reading and the vote. +++
