Indra is always cantankerous with anyone, with his schoolboy's syndrome of "dost/cuTeef" and every one is irritated by his rashness. 

Vaayu is upset when Hanumaan is hit by his thunderbolt, 
Krishna himself is upset before the scene of 'Govardhana Giridhaaree' - 

There are many more incidents which, they say, are a must for anaagat kalpitam - planting something in first scene - useful for culmination at climax. And thee character of Indra alone will be used for all these wretched things.
