General description: 1-digit numbers radiate in counterclockwise order from Phnom Penh.
2-d RP numbers are usually derived from 1-d RN numbers by adding a digit at the end. 3-d RP numbers are derived from 2-d RN and RP numbers by adding a digit at the end and from 1-d RN numbers by adding a zero and a digit at the end.
