Social Heuristics

Divestiture: Any CNA that grows to a certain size should divide into separate, smaller CNAs

Decentralization: No one CNA should be supported that possesses or embodies global oversight

Failure: Any CNA that is bad should fester, or fail, such that in doing so the remaining network will be improved
