As you all know, Holy Mother Church lists fifteen universal Days of Obligation of major importance, and another twelve Days of Obligation of lesser importance, and leaves it to the discretion of the Bishops as to which of these universal Feasts shall be made "Holydays of Obligation" within their respective jurisdictions. In accord with the goal of Our Episcopacy to "restore all things in Christ through Mary", We have endeavored to implement some of these universal Holy Days which have been so shamefully neglected in the past by American bishops. Our recent visit to certain Catholic countries of Europe, in which these important Feasts are not only Holydays of Obligation, but national holidays as well (!) has reminded Us of the task which We have not yet completed in this regard. Therefore, We wish to make known to the members of Our Remnant Flock that henceforth, another of these universal Feasts of major importance is to be observed as a Holyday of Obligation that is, the glorious dual Feast of the Presentation of Our Divine Lord in the Temple and the Purification of Our Most Blessed Lady, the Virgin Mother of God, for which the Holy See has designated universal observance on the second of February. Attendance at Holy Mass is obligatory, and all unnecessary servile work is forbidden under pain of sin. We humbly pray that the observance of this important Feast will result in an abundance of graces for the Remnant Church and Her faithful sons and daughters.
