Matthew F. Guilbault, Principal Lobbyist
Matthew Guilbault most recently served as the Assistant Director of State Public Policy
and Legislative Manager for the New York office of the National Federation
of Independent Business. In this position he played a key role in
the development and implementation of an ambitious small-business
legislative agenda that sought sweeping changes, reforms and improvements
in the economic climate of New York State. A major area of concern
to Matthew was health-care availability and affordability. Guilbault
worked tirelessly on legislation that would offer affordable health-care
cost choices for the state's smallest businesses and their employees.
He also lobbied on other top small-business issues such as comprehensive
tax reforms, workers' compensation and liability insurance reform,
and broad-based reform of our civil justice system.
Guilbault was also the founding member of the New York Main Street Small Business Coalition, a group he formed with other small business trade associations and representatives to loobby for pro-small business policies and positive economic change. The Coalition has grown to represent almost every segment of the small business economy and is representative of more than 100,000 small business owners in New York State.
Prior to joining the small-business organization in
2001, Guilbault served as a Lobbyist for the Medical Society of the
State of New York. He has also held the position of Legislative Director
to the Chairman of the New York State Senate Crime and Corrections
Committee.
Guilbault holds a Bachelor of Arts degree, cum laude, from the College
of Saint Rose and a Juris Doctor degree from Albany Law School of
Union University. He also serves as a member of the National Ski
Patrol based at Jiminy Peak in Hancock, Mass.
