The
MIGRANTE Sectoral Party supports House Bill Numbers
257, 346 and 2367 that will strengthen the regulatory
functions of the Philippine Overseas Employment Administration
(POEA) on recruitment activities.
In the same
vein, we oppose House Resolution No. 130 that is the
exact opposite of the three House Bills.
The said
bills aim to repeal Sections 29 and 30 of Republic Act
8042 that stipulate the comprehensive deregulation plan
on recruitment activities and gradual phase-out of regulatory
functions of the POEA, respectively.
Migrante has been clamoring for the repeal of the said
sections since the law was enacted in 1995. The law,
particularly Sections 29 and 30, will permit government
to abandon its responsibility to protect its workers
by deregulating its role in the recruitment and deployment
of workers by stating "migration of workers becomes
strictly a matter between the worker and his foreign
employer."
We fully support all efforts of the House Special Committee
on Overseas Workers Affairs to consolidate House Bill
Numbers 257, 346 and 2367 and urgently pass this important
measure that will pursue greater government responsibility
for protecting overseas Filipino workers and do away
with deregulation of recruitment activities. #
