The PeaceKeepers are a Militaristic group of the Species of Sebacians. They hire themselves out as mercenaries, guards and even assassins. While they honor genetic purity, they are not above employing the aide of non- Sebacians if it suits their purposes. The PeaceKeepers search for an edge against their more numerous foes, and that edge may just be wormholes. With the ability to create wormholes in their hands, the PeaceKeepers could perform surgical surprise attacks. Hitting those they wish to destroy from out of nowhere and returning to nowhere before any substantial counter- attack can be mustered.

Recently PK High Command has grown restless with Scorpius' lack of progress and has given Commandant Grayza authority to try a different approach. Her Plan is to unite as many races as possible against the looming Scarran threat. Since the destruction of Scorpius' Command Carrier, Grayza's plan seems to be the PeaceKeepers last resort.

The upper echelon of PK hierarchy consists of: First Command, High Command and a 'Council,' of some sort. (Grayza threatened to shut down Scorpius' research with a 'Full Council Sanction.') It is possible that First Command, High Command and the Council are different names for the same ruling body but more likely they are different levels of the PeaceKeeper command structure. For example, The Council might consist of a general ruling body of high ranking officers, while High Command and First Command might be the top two tiers of the command structure with separate areas of responsibility. From what has been said of High Command and First Command, it would appear that "High Command" has similar duties to a judicial system; regulating conduct, meting out punishments and dictating protocols and other things of that nature, while "First Command" deals more with  delegating duties, giving general orders and the day to day business of command. It should be noted, however, that these assumptions are my own and made simply by inferring from what has been said on the show, although it is merely speculation. The show has been terribly vague about the Command Structure of the PeaceKeepers.
