-After some negociations with Japan, Britain closes the Birmania road.
-After being conquiered by German in Europe, France is no longer able to maintain its power in its colonies and so the French government accepts in June -by the means of the negociator: the admiral Catroux - that the Japaneses take over the control of the French Indochina. The first task of the Japaneses is then to send troops in the Hanoi-Haiphong region and shut down the railroad transport between Haiphong (harbor) and Kumming (a city on the Birmania road).
-The Americans realise what has been done yet by the Japaneses and so the American Congress authorises the construction of 17 battleships, 11 carriers, 40 cruisers, 70 submarines and about a hundred destroyers. This scares the Japaneses admirals who see that in a near future they will be overwhelmed. The miltary thus make a putsch and exchange the Yonai government for the Konoe's (which has as condition to its nomination that he approve the conqiering progression south).
-The Americans also decide to raise an embargo on their iron and steel exportations to Japan which is 80% of the total iron/steel supply of Japan.
-The reaction of Japan to that american embargo is to order national mobilisation, October 15.
