If you can't gain a stronghold immediately, it can be wise to make yourself
appear weaker than you actually are - especially when there is no clearly
dominant single player. The tendency is for your opponents to attack and
prepare defenses against stronger person. For example - try to occupy every
country in Africa except one (like North Africa). On your turn, take that
final country but leave it weak enough (2 or 3 armies) so that another player
can take it away from you easily (but not too easily) thus "weakening" you by
depriving you of a continent and making you less of a threat. This makes you
appear weak and the "strong" people can thrash on each other, fortify borders
with "strong" opponents and leave borders with you relatively weak (after all,
you're only getting three armies per turn so there is no need to stockpile 10
armies on a border with you when they could be better used defending against
that insane green guy). You may even go to the brink of being wiped out but
hang in there. The other key thing is make sure you are accumulating cards
