To ensure the laws and regulations as laid out in the PASA Swimming Rules, Swimming Guide and Technical Manual are carried out. |

To have a full support in the PHILIPPINE AMATEUR SWIMMING ASSOCIATION (PASA) and its strategic plan. |

To provide qualified Technical Officials to ensuring fair play and equitable opportunities for all swimmers engaged in competition at PASA-sanctioned swimming meets in the Philippines. |

To encourage regional associations in Luzon, Visayas and Mindanao to be affiliate members of ASOP, Inc. in order to have standardized officiating procedure through out the Philippines. |

To provide guidance, advice, direction and support to PASA, its Board of Directors and members in all matters relating to technical officials of competitive swimming. |

To develop standardized officials' training and developmental programs for ASOP members so that volunteers have opportunity to develop and officiate under optimum circumstances and environment. |

To promote and conduct organized clinics and seminars where officials may exchange ideas on training methods, technique, skills and program development. |

To encourage and promote professionalism among competitive swimming officials to provide the opportunity to train on behalf of PASA, those volunteers who desire to gain further knowledge as Technical Officials. |

To provide leadership and education of Technical Officials. |

To foster cooperation among officials, coaches, laymen, support groups and sponsoring organizations associated with competitive swimming. |
