J.L. Bowen is the Director of Powell County Emergency Management and is the Powell County LEPC Chairman. He is the former Chief of Middle Fork Fire and Rescue. J.L. is the part-time Powell County Emergency Management Director. He has been employed by the Commonwealth of Kentucky Transportation Cabinet for 22 years and is a Safety Specialist with the Division of Employee Safety and Health, assigned to Transportation District 10, (Jackson District).

Powell County Rescue

Here are some pictures of our Mountain Rescue Team Training during the weekend of July 16, 17, & 18, 1999. The second picture shows Blake Boling and Carrie Howell of Blue Grass Search & Rescue. We had over 40 students from Versailles Fire Department, Scott County Fire & Rescue, Georgetown Search & Rescue, Blue Grass Search & Rescue, Lexington Fire Department, Clay City Fire Department, Jesamine County Fire Department, State Division of Forestry, and U.S. Forest Service. The lead instructor was Major Bart Powell of Lexington Fire Department and Instructor with KY Tech.

During the Powell County Fair Parade on Saturday September 18, 1999. The Powell County Court Flag was carried by Judge Bobby Drake (right) and Deputy Judge Rodney Barnes (left).

Homeland Security Advisory System

All Americans Should:
  1. Establish a family disaster plan;
  2. Assemble a disaster supply kit; and
  3. Understand your risks;

Government agencies should consider the following general measures in addition to the Protective Measures that they will develop and implement:

  1. Increasing surveillance of critical locations;
  2. Coordinating emergency plans as appropriate with nearby jurisdictions;
  3. Assessing whether the precise characteristics of the threat require the further refinement of preplanned Protective Measures; and
  4. Implementing, as appropriate, contingency and emergency response plans.
