Biliran by a participant-observer of the process, the
volunteer historian and chronicler of the Movement for the Provincehood of
Biliran. The Biliran Clarion was the first newspaper in the former subprovince of
Biliran. It provided the clarion call that eventually led to the conversion of Biliran into
a separate, independent, regular province. Here is a list of people behind that venture.

the Philippine Daily Inquirer on June 22-23, 1988. Written by
Danny C. Petilla, who had earlier created sensation with his "Samar: An Island in
Agony" series. The "Biliran series" exposed to the national audience the plight of
the neglected subprovince. The final, enacted provision of Section 462 in the Local Government Code of 1991
pertaining to the conversion of existing subprovinces into regular provinces through
a plebiscite. Article published in the Philippine Daily Inquirer on June 24, 1992. It
announced the favorable results of the plebiscite that capped the provincehood for
Biliran. |
