The game master and characters have a wide variety of options as to what kind of campaign to run. Here are some ideas for general direction along with basic individual adventure ideas. All of these ideas are based within this world setting. Some ideas can be combined. A lot of this page is notes for my own use, so it's pretty rough.
The Psi Plague world is an emergance / first generation setting. Psi powers are new and society has yet to entirely figure out how to handle psi powers. Psi powers offer unique challanges to society in the way of
Being criminials, or stopping criminials is a staple of gaming. Characters can either be psis who are criminials or psis who are stopping psionic criminials. It is probably less interesting and challenging being psis who up against non-psis. Police who are secret psis would have to find a way to use normal evidence to arrest wrong doers, wether the criminials are mundanes or psis. Psionic criminials faced by non-psi police can be difficult to control, but has some potential.
They may be psis who are working for a mostly mundane organization like the Mafia. They could be special government agents who only are involved in investigating psionic abetted crimes.
This is a simple set of robberies to provide the characters with large amounts of money. If it’s for the Mafia, the Mob will take a large percentage, but will provide assistance in doing the job. This could be botched. Also, instead of a gun robbery, it could be a Teleport robbery ala the book "Jumper".
This is a slightly more complex adventure. The characters have to rescue a fellow party member, or at least future party member, from somebody. Options are the abductors are the government or a local anti-psi organization, or a street gang or MAFIA that wants to use the psionic character. The government option could be run a number of ways.
They local police could just have arrested the person for a real non-psi related offense. If so, the police will not be prepared for a rescue, let alone a psi-based attack. On the other hand, the characters do not have the resources the police do. If it’s a Mafia sponsored group, the police may be expecting rescue, but not a psi based one.
A Federal agency could be picking up psis and offering them a choice of working for the government, or vanishing. Or the government could be just interested in grabbing psis in order to study them. If, so, this could be the start of a general pick up of psis by the government.
They could have to rescue the psi from government research facility associated with the National Health. This is from the Bandersnatch book.
They could have to rescue the psi from anti-psi forces.
A slightly more indirect adventure would be that either a teenaged Psi Corp member or a Psi Corp member’s kid has been grabbed by Social Services. Psi Corp needs a deniable way of rescuing the kid or kids. Have to come up with at least two stories as to why the kid was grabbed. There would be DSS story, a story that is reported to Psi Corp, the kid’s story and such. The underage teens are chosen as the rescue team because they are deniable to the officially involved parties. The adult is not an employee of Hansen Industries, nor was the kid an intern. Logical cover story would be that the kids know each other via the Internet or similar. Possible actual friends if in the same local area. Most likely the team will have to travel to avoid incidents. They then have to hide the kid until things blow over. Could be an easy way to introduce a new character to the party. See also "The Glass House" movie.
This is similar to the rescue mission above. The party has to grab somebody before the government or an anti-psi group grabs them. The subject is knows too much and is likely to break under questioning.

Psi are outcasts in most the old US.
Political Agenda
The party is part of a non-psi political movement. They are going to use psi to further that agenda. The agenda will in large part depend upon what the party wants to be involved in. They could use straight political methods or even go to terrorist methods. This will likely be the first time psi powers have been used for such a political agenda.
This could be to intercept something, or deliver materials.
