  • there is plenty of illegal material on the web including illegal pornography such as paedophilia and zoophilia. there is also information on how to make weapons and a wide range of methods for defrauding various companies especially those that provide tech services.
  • users of the web can remain anonymous. although surfers are each assigned an IP address when they are connected to the internet, users can be hard to trace because every new connection gives them a new IP number. This is a particular problem with dial up access and perhaps when broadband connections become more wide spread it will no longer be such a problem.
  • even if a surfer can be tracked to their account on their ISP there is no guarrantee that the details that they gave when signing up are genuine.
  • those with traceable permanent servers can abuse loop holes in international law to obstruct authorities censoring their content. for example Kazaa serve downloads of their file sharing software from servers on the tiny island of Vanuatu. even though internet access is international, prosecution can only be brought against the providers from the country or juristiction in which they are resident.
