Experiencing the negative consequences of violent conflicts in many parts of the ARMM, the Local Government Support Program (LGSP) funded by CIDA are exploring ways in mitigating the effects of conflict and trying to design practical approaches to start with post-conflict rehabilitation in war-torn areas. This involves a comprehensive analysis of, among others the socio-economic, political, and military contexts in which the conflict evolved. It is now being realized that the post-conflict situation must provide a community based medium to disseminate peace efforts, particularly from residents themselves. The construction of a San Raymundo web site provides this 'window of opportunity' for sustainable peace. Acknowledging not only the need for reconstruction of a country's or more particularly the ARMM’s and most specifically Jolo, Sulu’s communications infrastructure, but also taking into account the institutional, political and social challenges for peace reforms, the San Raymundo web site can provide post-conflict rehabilitation frameworks that enhance the much-needed room to fundamentally change the underlying factors that cause(s) the conflicts. Addressing
the different interests, views and grievances of the various actors
in the post-conflict phase can help to avoid the mistakes of the
past and might in fact contribute to a 'culture of prevention'. These
issues will be considered as the core principles of the Peace Weavers
