Summary
Princeton Properties (website) has submitted an application for a comprehensive permit as allowed under Massachusetts General Laws, Section 40B. A comprehensive permit allows a developer to by-pass local zoning regulations provided that a portion of the development meets affordable housing guidelines. They are proposing to build an apartment complex on the land at 243 Riverneck Road.

Affordable housing is in short supply and its availability needs to be increased. Chapter 40B is a law with good intentions. However, it is outdated (passed in 1969) and the real estate boom of recent years has created an environment where developers can exploit the law to over-build in communities that do not meet the 10% affordable housing requirements.

Many residents attended the August Zoning Board meeting and came away with significant concerns and a feeling that those concerns were not being addressed. Rivermeadow Brook Community Association will be the loud and strong voice for residents concerns. But we need all the help we can get. Please help out.

Location of Development
The application is for the land at 243 Riverneck Road. It borders Dawn Drive and Carter Drive. This land is in a floodplain and includes/abuts the Rivermeadow Brook. The Brook runs through many parts of Chelmsford, including Central Park. The woods around Rivermeadow Brook at Riverneck Road are full of natural wonders - trees, plants, wildlife, wetland creatures, etc. It is an environmental treasure.

RBCA is a community activist group made up entirely of concerned residents. Everything we do is done by volunteers. THIS MEANS YOU!

At the very least, you should contact your local and state elected officials to let them know how you feel about this development. Get the contact info here.

Several research projects are underway and can use your help. We are also organizing some fund-raising events to cover our legal and consultant costs.

10/29/02ZBA meeting re: Princeton at Rivermeadow was held with an over-capacity crowd. Some residents left the meeting since they were forced to stand outside the room in the hallway and could not participate. RBCA members continued to raise concerns and make suggestions to the ZBA. Representatives from the Center District Water Commission voiced grave concern about the development being adjacent to the $6M water treatment plant under construction. They also expressed frustration that the developer failed to contact and provide materials to them, despite the enormous potential impact to the water quality from those wells.

Atty. Hausler criticized Andy Sheehan and the ZBA for acting too slowly on the application and continued to push an aggressive timeline despite concerns of ZBA members.

The meeting was continued until Tuesday, December 3, 2002 at 7:00 pm at Town Hall.

RBCA very much appreciates Chairman Organ and all ZBA members for accommodating our discussions at the meetings. They have facilitated a very fair process with the best interests of Chelmsford always the foremost priority.

RBCA would also like to thank all who attended, particularly the Center District Water Commission.
10/29/2002RBCA members continued weekly "Sign Day" events at various locations throughout town.
10/27/2002RBCA welcomed two candidates for state rep to our weekly meeting and gained commitments from the candidates that if elected, they would work to change 40B. They also offered very helpful and valuable advice.
10/23/2002RBCA members appeared on "Town Talk" (2nd half of program) - to be rebroadcast 10/27 12:00pm, 10/29 10:00pm, 10/30 7:30pm, and 10/31 8:30pm on Channel 8
10/21/2002RBCA members attended the DHCD meeting about propsed regulatory changes to 40B and voiced our concerns
10/19/2002RBCA members attended a "Meet the Candidates" night and raised the issue of 40B developments. All candidates agreed that 40B was out of control and needed to be addressed in the next legislative session.
10/2/2002The Zoning Board of Appeals held the continuing meeting regarding this comprehensive permit application to a standing-room only crowd. RBCA members were represented by four speakers - Bill DeAngelis, Bob Goyette, Joel Luna, and Joe Holland - and facilitated by Maggie Wetzell. Several residents were also able to ask questions without interruption this time. The main subject was around the traffic study and related safety issues.

The format was very effective at getting RBCA concerns across to the board and Princeton Properties. The Chelmsford Independent newspaper and AT&T Channel 3 News covered the meeting and interviewed RBCA members. Attorney Mark Bobrowski attended in a consultative/mediator role and provided excellent insight into the permit process. Andy Sheehan was also very helpful and gave valuable input. All ZBA members gave residents' comments due course and Ron Pare in particular took up residents' concerns in and exchange with Princeton at the end of the meeting. RBCA would like to thank all ZBA memberes for allotting the time for us present our views at the meeting. We look forward to working with the ZBA as the process unfolds.

9/24/2002RBCA members were in the Center and on Billerica Rd at Golden Cove and Riverneck again to continue to get the word out to our neighbors

9/14/2002A neighborhood yard sale drew lots of residents to the area. Our "Save Rivermeadow" signs continued to get the word out. Some of the proceeds from the event were also donated to help the cause.
9/12/2002"Get the Word Out" campaign had RBCA members holding signs in Chelmsford Center and Golden Cove/Billerica Road during the morning hours. The "Got Traffic?" signs resonated with commuters sitting in their cars. Our website traffic increased significantly in the following days.
