I know you will be surprised to read from me, but please consider this letter as a request from a family in dire need for your assistance.
Firstly, I must introduce myself. I am MR. KELVIN TUWA from Zimbabwe; I am the first and only son of Dr. Stephen Tuwa. I am presently residing in South Africa.
I got your contact from World Trade Centre Pretoria, Republic Of South Africa and on behalf of my mother who is a widow Mrs. Maria Tuwa, I have decided to solicit for your assistance to transfer the sum of USD$22,8m (Twenty Two Million Eight Hundred Thousand United States Dollars) in your personal or company account.
Before my father’s death he was among the few black Zimbabwean rich farmers and he was poisoned by an agent of the ruling government of President Robert Mugabe for his alleged support and sympathy for Zimbabwe Opposition party controlled by the white minority. Before his death he had taken me to Durban, Republic of South Africa to deposit this money in a Private Security and Finance Company. This money was deposited in a box as a gemstone to avoid much demurrage from the Security Company. This money was mapped for purchase of new machinery and chemicals for the farms and to establish new farms in Lesotho and Swaziland.
In his will he specifically drew my attention to this sum of USD$22.8m that he deposited in a safe box of a Private Security and Finance Company here in Durban, South Africa.
IN FACT MY FATHER SAID IN HIS WILL AND I QUOTE: “My beloved son, I wish to draw your attention to this money I deposited in your name in a box with a Security and Finance Company in Durban, South Africa. In case of my absence on earth cause by death, you should make good use of this fund for the well being of the entire family.”
From the above you will understand that the life and future of my family depend on this money as much. I will be grateful if you can assist us. We are now living in South Africa, as Asylum Seekers and the Financial Laws of South Africa do not allow Asylum Seekers certain rights to such huge amount of money. In view of this, I cannot invest this money in South Africa, hence I am asking you to assist me to transfer this money out of South Africa for investment purposes. Also to assist me open a non-resident account where this money would be deposited for onward transfer to your account in your country or any of your offshore account in any part of Europe. Moreover I have contacted lawyer and banker who are working professionally to see that we ensure a hitch-free transaction in line with International Banking Regulations And Directives.
For your effort, I am prepared to offer you 20% of the total fund while 5% will be set aside for local and international expenses that we may incur along the transactional processes for transaction proper and 75% will be kept for my family and myself for investment purposes in your country. Finally, modalities on how the transfer will be done would be explained to you once we establish trust and confidence between ourselves.

I outline the modalities and steps as follows:
TRANSFER LOGISTICS
The transfer was initiated and arranged
by my Banker to allow me get the approval from the South African
Reserve Bank.In normal transfer, the source of generation of this fund
will be questioned unless it can be presented and proven as fund
generated in ordinary course of business so the following steps were carefully
taken and completed;
1 Incoporation of a company with the registrar
of companies backdated five years ago.
2 Preparing a-five year financial statement
to reflectthe transferable amount as being generated as profit.
3 Folding up the company and subsequent
applicationfor transfer of the companys fund to assigned trusteefor foreign
investment.
On receipt of the approval from the South African Reserve Bank,I had to mail you as the trustee and you may wish to understand that appropriate measures have been taken to line with International Banking proceedures and practise as the fund has been issued an appropriate history which can be explained from the logistics above and thereby eliminating the risk of confiscation.
Only the transacting parties and the assisting professionals know the actual way the money was generated and your obligation is limited to the duty of a trustee and is not answerable to the source of the money which i have taken care of 100%.All you need to do is provide your personal or company account and the money will be remitted to you as the trustee for foreign investments.
THE TRANSFER
All arrangement and pre-requisites have been met for Telegraphic Transfer of this fund to you. The fund would however flow as an “Investment Fund” to you as “Fund Manager”. This eliminates fears and risk possible as all answers to likely banking questions from the receiving bank in your country or Europe will be provided from the “Remittance Advice” issued by South African Reserve Bank during the transfer process.The wire transfer actualization can thereby be explained in terms of the definition of the pre-requisites and elements.
i) Drug related clearance: For transfer of the funds above $10,000, a drug clearance has to be obtained. I have then applied and received drug clearance certificate this pre-requisite absolves the fund from proceeds of drug related or money laundering activities.
ii) Clearance from National Treasury: This is very important as the fund will be insured with national Insurance Corporation of South Africa (NICOSA). This pre-requisite will enable the National Treasury evaluate the foreign reserve quarterly.
iii) Tax clearance with Board of Internal Revenue (IP6): Sequel to this transfer, 1% of USD$22.8 Million amounted to USD$228,000.00 has been met and a tax invoice issued to appropriate the fund as “money generated in this economy in ordinary course of business”. This has then superceded the actual history and place where the funds are generated and has made it eligible for Telegraphic Transfer on “Investment Grounds”.
iv) Bank transfer charges: During Transfer, transfern charges will be deducted from the local Remitting Bank. The rate differs from Bank to Bank but will not exceed 0.5% maximum rate fixed by the Reserve Bank.The remitting bank will further audit the account and only the nominal value (i.e. after deductions) will be remitted to your account.
v) Domestic Account: For this transfer of this volume, Domestic Banking requires that a “non-resident account” should be opened in any of the commercial banks here in Durban,R.S.A.
vi) Foreign Account(s): It is expected of the foreign partner(you) to provide foreign account(s) where the fund will be remitted to.
The transfer will however require that you will be in Durban for three (3) working days and my banker has decided in his discretion to spread the transfer of the fund in two lots. This means that the total fund will be paid into the account you will open in Durban but actual transfer will be done twice.
SHORTFALLS
As much as this transaction is secured and risk free, I have noticed some issues that needs immediate addressing between us in order to create the conducive atmosphere and eliminate any possible delay in accomplishing the transfer proper.
i) PROTECTED PARTNERSHIP
I clearly described this fund as “our
life and only reason for my family and I to survive”. It makes it
more complex that there has not been a pre-arranged meeting between us.
I have instucted our family lawyer to draft an agreement(s) to suit and cover the interest of both parties. In case of any future default, such notarized agreement(s) will be used in court of law anywhere. This is however subject to ammendment before endorsement.The lawyer will include your details as trustee and he will consent to fax it to you as soon as it is ready.
(ii) CLEARING THE HAULAGE CHARGES
I have been also fully verified the clearing
of the charge with the Security Firm where the fund is deposited but undisclosed.
I have spent a fortune (more than USD$500,000.00) to actualize this
normal Bank Transfer and may fall short of meeting the charges alone.
It should be treated as a priority between both parties to avoid time and
resource waste and in order to enable the transfer as at when appointed
by the International Remittance Department.
iii) INVESTMENT
As partners, we are supposed to have made
the feasibility studies on investment options such as: -
a) Acquisition of properties
b) Joint venture with your firm
c) Acquisition of listed firm in the privatized
economy
d) Time savings in recommended reputable
bank etc.
Please endeavour to treat this matter with urgency,transparency and confidentiality.I want you to understand that I have genuine intentions to establish a good business relationship with you. I do hope that you are an honest person to keep my portion of the money until we arrive to reside and invest in your country as this money is the life of my family and I and I have generously offered you a more-than-commensurate portion as a trustee,that is 20% of the total fund involved for your assistance and partnership moreover,some part would be donated to your charity organisation.
Remember,every requirement has been put to place and all I need is that you come down to South Africa to open a non resident account through which this fund wiil be transfered to your account in your country or any part of Europe where you maintain offshore account.

I was delighted to receive you flight itenerary, I immediately forwarded it to my lawyer who would then extend it to the banker for appointment meeting with South African Reserve Bank officials (Forex Dept.)for verification,comfirmation and consequently endorsement of the final release order by the fund manager (you).I assure and reassure you that everything is already in place especially the clearances have been obtained in line with local and international banking rules and directives.Therefore there is no inherent risk because I have really worked very hard to actualise all the clearances needed through the professional assistance of my lawyer and banker owing to the fact that the clearances are not easy to come by and also coupled with the fact my political status as a refugee.But thank God with me that it is a dream come true.
I had a brief meeting with my lawyer and banker on a new development in the banking sector according to the latest monetary policy of South African Reserve Bank especially on the area of transferring huge sum of money outside South Africa. My banker suggested that a "trust Account" would be open for on your behalf in South African Reserve Bank to eliminate much transfer charges, he said that this would also pave way for easier telegraphic transfer within 48 hrs.He also said that this said account would be activated with a minimum of USD10,000.00 so that the account can be able to accomodate the transaction volume that is (USD22,800,000.00 that would be deposited into this account once for onward transfer to your account in USA or any where you maintain offshore account).That if this is done like this,it would not raise eyebrows during transfer process.My lawyer asked several questions which the banker professionally clarified.
I solicit for your assistance at this point as I have exhausted all I have financially in the process of procuring all the clearances which engulfed more than USD500,000.00 as a matter of fact (see my mail subject Steps,Modalities And Appropriations For This Transaction)these clearances would be presented to you for your perusal on your arrival.Do not forget that this is to observe and ensure a normal banking transfer to eliminate any risk at all because this money is my life and the future of my humble family,I do not want to go through the back door with may endanger the whole money and I may find myself behiend the counter.

I have just arrived back in America after a nightmare flight. I have been trying to call, but the calls will not go through.
First of all, I am sorry to have let you down. I realize that you had scheduled many important meetings for us so that we can retrieve the money. But I promise to make it up to you.
Everything was fine when I flew out from the States. I had your gifts and the money that you told me to bring. I was very excited. During the flight, the stewardess and myself were talking about my charity, the HO-BAG. I asked her for a donation, and even though she had no money, she still found a way to donate to the cause. After we returned from the bathroom, the other passengers around me became upset. They complained to the pilot about the stewardess being a HO-BAG and the captain landed the plane in London.
In London, they made me and the stewardess leave the aircraft. I am not sure what they did with her, but they immediately put me on a flight back to the States.
I have never been so disgusted and humiliated in all of my life. I will take full legal action against the airline after you and I have completed our business. With the money I get from you, I will be able to hire the best lawyers in the world.

Infact, I found this very horrible to believe this story, you would have told me that you cannot make this trip or even transact with me in the first place. It is not a matter of do or die affair, it is a situation whereby we arrive at a meaningful compromise in partnership.
You must not take advantage of my present situation as a casualty of war or victim of circumstances in my own country that resulted to my polical status as an asylum seeker here in South Africa.I want to state that I could see transparently that you do not even want to assist me considering this funny emergency story of yours.

Kelvin, I do not understand you! Do you think that I am a liar? I do not think that you are a liar. Despite the horror of your situation and the large amount of money involved, I believe that you are an honest man. Or am I wrong?
You have pledged $500,000 to the HO-BAG. I think that is very generous. Were you lying about that?
Before you accuse me of being untrue to you, you need to think about the commitment I have put into this deal in order to help a person that I have never even met face to face.
And another thing, you never told me if you bought a gift for me, or what it is. I have a suitcase full of gifts for you and your associates. Would you have accepted these without giving anything in return??
