The Iraqi Stamps in Brief For 400 years, Iraq was under the rule of the appointed Ottomans governor "Walis", who was delegated by the Sultan residing in Istanbul. All important Government offices , as well as the police, the Army and the Finance Ministries were controlled by the Turks . In schools, the Turkish language was taught while the Arabic language was abandoned. The aim of the Turks was to create a Turkish province, directly controlled by Istanbul Government. Naturally, Ottoman stamps were used holding same currency values to the Ottoman currency in circulation (Parras and Piastres). With the decline of the Ottoman Empire and the beginning of the first world war , the Turks were ousted by the British, who themselves took control on Iraq in 1917, Due to some economical reasons, the lack of time, and maybe rising of opposition currents, Neither British nor Indian stamps were used in Iraq, but all the postage stamps on hand were over printed with (Baghdad in British Occupation). Turkish currency was replaced by the Indian currency denotations (Anna & Rupee) and the values of the stamps thus overprinted. General Mood, The occupation commander of Iraq, was presented with a complete collection of the overprinted stamp set of 28 values, in blocks of Four. This collection considered as a rarity. The three additional values making the total of 28, are only to be found in four other collections in the whole world. As these three stamps are such a rarity, world catalogues do not even mention them. General Mood in truth, separated the blocks of four into 4 separate collections of singles. He presented king George V of Great Britain with one of them. This collection is in the possession of Queen Elisabeth II. The second collection was presented to king Fouad of Egypt, which was sold on a public auction to a Swiss lady together with King Fouad's other collections. The third collection was given to General Mood’s Intimate friend, Viscount Aitcheson, Earl of Gosper, and later inherited his son, who sold his father's various collections on a public auction on the year 1954. The present owner remains unknown. The Fourth and last collection of 28 values was kept by general Mood himself, and no one knows where it went. The value of this collection of 25 stamps is known in the world auction, but the other 3 stamps, cannot be valued as they are so rare. This collection however has always been a rarity and always worth a great due of money, for that reason many German printed many forgeries and were sold for very near prices to those of the original set. There are not more than 10 peoples in Iraq who might have some dentations from this collection, even the forged stamps are fairly rare. Few collectors posses singles and one should buy this set, or a single unless it is accompanied by a certificate from a reliable source proving its Authority . In 1918, further quantities of Ottoman stamps were found in various post office, which were collected, sorted and overprinted by the phrase “Iraq in British occupation” and surcharged by the new used Indian denotation currency values. This complete set consists of 14 values, plus three other values with water marked paper. Another collection similar to these was overprinted by “on state service” in English and were used for Governmental postage needs. This set consisting of 13 stamps plus 8 additional values on Water Mark paper. After the elapse of a further year 1919 further quantities of Ottoman revenue stamps were found in the province of Mosul. It was decided having them overprinted with the English word "postage" above the letter "I.E.F", which stands for (Indian Expeditionary Force). The stamps values were over printed with the Indian currency also. The complete set consist of 9 values, six or seven only from these were used. The eighth is rare (but very expensive), while the ninth never seen. On the year 1920, The Iraqis peoples revolted against the British occupation, which lead to the coronation of King Faisal I, granting some national rights, national government, and establishing the Iraqi national army. The British however still retained a great deal of control. The First Iraqi stamp was not issued until 1923, this was a series of 13 value showing views of Iraqi, relics and mosques, the series was used for ordinary and air mail postage. Later another series was issued, with similar design , but only 12 values (missing the 2 Rp value) and overprinted by "on state service" Afterwards another official set was released but with Arabic and English inscriptions were overprinted. The set also missed the 2 Rp value (complete set 12 values). The values of the Iraqi stamps series were using the Indian currency till the year 1932, when all were re-valued into Fils, Dirham and Dinar. The first King Faisal postage and service sets were surcharged to the new currency denotation overprinted on the older values of Anna & Rupee. The following issues were holding the new Iraqi currency.

تـأريخ الطابع العراقي كان العراق من مستعمرات الدولة العثمانية لأربعمائة عام و كانت شؤونه تدار من قِبل ولاة موفودين من سلاطين آل عـثمان في الأستانة. وقد كانت كل مصالح الدولة من الشرطة والجيش والمالية تدار من قبلهم ،بل وحتى المدارس كان يفرض عليها تدريس أكثر الحصص باللغة التركية وإهمال العربية. لقد كان القصد بهذا تتريك العراق و الدول الأخرى التي كانت ترزح تحت نير الاستعمار العثماني. من البديهي أن تكون الطوابع المستعملة في البريد العثماني و كذا العملة المتداولة هي المتداولة في جميع ولايات الدولة العثمانية (الباره والقرش). عندما بدء نجم الدولة العثمانية يأفل و لاحت الحرب العالمية الأولى كان العراق من حصة بريطانيا بموجب اتفاقية سايكس بيكو وتم احتلاله من قبل القوات البريطانية عام 1917، ولأنه لم يكن متيسرا آنذاك جلب الطوابع البريطانية أو الهندية لاستعمالها بسبب ظروف الحرب أو لظروف اقتصادية وهذا أقرب للواقع ولحاجة البريد، فقد تم توشيح الطوابع التركية التي استولى عليها الإنكليز بكلمات (Baghdad In British Occupation) و عددها (28) طابعاًً. كذلك تم إبدال فئات العملة التركية إلى فئات العملة الهندية (الأنة والروبية) كما موضح على الطابع. أهديت إلى الجنرال البريطاني مـود أربعة مجموعات كاملة من مجموعة احتلال بغداد والتي تعتبر من أندر المجموعات والتي لم تشاهد وقد أهداها بدوره إلى الملك جورج الخامس ملك بريطانيا ولا تزال هذه المجموعة ضمن مجموعة إليزابيث ملكة بريطانيا الحالية، بينما أهديت المجموعة الثانية إلى الملك فؤاد الأول ملك مصـر، و قد بيعت بالمزاد العلني، وأهديت الثالثة إلى صديقه الفيسكونت أتشيسون وأورثت لابنه الذي بدوره باعها في مزاد علني مع مجموعات والده عام 1954. بينما أحتفظ الجنرال بالمجموعة الرابعة ولا يعلم أحد بمصيرها حتى الآن. و لما كانت هذه المجموعة غالية جدا من يوم إصدارها، فقد عمد بعض المزورين الألمان بتزويرها. و قد جاء هذا التزوير بشكل متقن بحيث مكنهم من بيعها بأسعار مقاربة لأسعارها الغالية. ولعدم وجود هذه الطوابع و ندرتها وحتى المزورة منها فأن عدد مالكي بعض مفردات هذه المجموعة في العراق لا يتجاوز 10 أشخاص. بعد مرور أقل من عام (أي في سنة 1918) وجدت كميات أخرى من الطوابع العثمانية لدى دوائر البريد تم تجميعها وتصنيفها و من ثم وشحت بالإنكليزية بعبارة (Iraq In British Occupation) حيث كان العراق تحت الاحتلال البريطاني وهذه المجموعة مكونة اصلا من 14 طابعا يضاف أليها 3 طوابع ذات علامة مائيةwater mark) ) و قسما منها وشّح (On State Service)، و استعملت للمراسلات الحكومية وكانت مكونة من 13 طابعا مضافا إليها 8 طوابع أخرى بالعلامة مائية. وفي أواخر عام 1919 وشحت السلطات البريدية في الموصل 9 طوابع مالية عثمانية بالأحرف I.E.F. للدلالة للقوات الخاصة بالحملة الهندية استعمل منها فقط 7. في سنة 1920 أعلن الشعب العراقي ثورته المشهورة بثورة العشرين ضد الاستعمار البريطاني و التي بموجبها حصل العراق على بعض حقوقه وقد أنشغل المسؤولون آنذاك بتدبير أمور البلاد المهمة و لم يفكروا بإصدار طابع عراقي حر إلا في سنة 1923 حيث صدرت أول مجموعة عراقية ظهرت عليها صور بعض الآثار العراقية والمساجد الشهيرة و تتكون من 13 طابع استعملت للبريد العادي والجوي ثم صدرت مجموعة أخرى مثيلتها تماما و تحمل نفس التصميمات ولكنها موشحة بالإنكليزية للبريد الرسمي ولاحقا بالعربية والإنكليزية معا. ومما تجدر الإشارة إليه إن المجموعات الثلاثة الأنفة الذكر البريدية والرسميتين صدرت بالعملة الهندية. وتتابع المجموعات لغاية سنة 1932 حيث تم إبدال العملة المتداولة إلى (فلس، درهم ودينار)، حيث وشحت المجموعة العادية الاولى للملك فيصل الاول بفئات العملة الجديدة على الفئات الهندية القديمة بينما صدرت الطوابع بعد عام 1932 بالعملة الجديدة.
