Specialists from the JSDF (Japanese Self-Defense Force) are trying to defuse a bomb from the last war, found under the floor of an old warehouse. The residents nearby have been evacuated and no cars are allowed to enter the area. Kachou of the Traffic Section of Bokutou Police Station, placed in charge of the traffic control, checks the situation at the key points. Meanwhile Miyuki, now at NRIPS (National Research Institute of Police Science) is busy sending data over the net. A siren goes off to signal the most dangerous stage of the operation has begun. A small explosion is heard which worries Miyuki's boss. She knows better; it was an explosion to remove the temporary fuse. There will be another explosion to remove the other fuse. [Live bombs from the WWII like this are still occasionally found in Japan, especially places which were heavily bombed. Usually they are buried again until a defusing plan is made. As in this film, the operation to defuse the bombs takes place on Sunday to minimise the effect of evacuation and restriction on traffic. When I was a student in Tokyo, a 1-ton bomb was found near my flat and I had to evacuate.]

After some time, the JSDF officer responsible for the operation declares that they have defused the bomb successfully, which is a relief to the entire operation team. All they have to do now is take the bomb away. The boss congratulates Miyuki and reminds her this was her last job at NRIPS. She will return to Bokutou Station tomorrow.

Yoriko and Aoi are in a police car, trapped in a heavy traffic jam which has probably been caused by the operation. A traffic restriction at one place easily propagates to a wider area in Tokyo. They eventually arrive at their destination; a long-term illegal parking at a private car park. Its owner is surprised to see them; she'd meant to call the police but hadn't done so yet. Aoi thinks that some neighbour might have done it for her. The amount of damage tells them that the car has been left there for sometime. Even the boot is broken. Their next find is the last thing they expected; a load of guns.

At the Headquarters for the Metropolitan Police, Arizuka gives an order to Kinoshita to go to Bokutou Station and take charge. He also reminds her that Natsumi and Miyuki are back in the Station as of today.

Miyuki officially reports her return to Bokutou Station to Kachou. He, along with Tokuno, welcomes her back but wonders where Natsumi is. All Miyuki can say is "Well... er... soon...", which is enough for Kachou. Miyuki tells her colleagues that Natsumi came back home in the early morning; she hasn't changed at all, even after a year's training. The girls obviously enjoy a chat with their old friend and Kachou doesn't mind it, either.

Then the mood of the office changes drastically as Kinoshita comes into the room. She reports to Kachou, who has been expecting her. An investigation meeting is held immediately. The types of the guns confiscated are reported. Kinoshita notes they are not the types often found in gun smuggling. Tokuno's expression is more direct; "Just like a SWAT team. Were they planning to attack somewhere?" Then Aoi reports on the car that held the guns; it had been stolen. As she continues her report, a woman runs up the staircase of the Station. It is Natsumi... heavily hung over. She manages to get into the meeting but is met by a sarcastic comment from Kinoshita.

After the meeting the girls have a chat at the pantry. They are impressed with Natsumi; who came late on the first day... and for a meeting with Kinoshita too. Natsumi tells them the traffic section of the Headquarters had a farewell party for her last night; the biggest ever in their history. She has memories of up to the third place they visited but after that... Then Kachou comes in to hand a postcard to Natsumi. He says it was sent for the Section and Natsumi should keep it to represent it. It is from Toukairin in the Himalayas, telling them that he is coming back on the day after tomorrow. Natsumi suddenly becomes active and tells Miyuki, who has just come to the pantry, they should go for their routine patrol immediately. Miyuki wonders what has happened to her. Yoriko is concerned about something else; she asks Miyuki to help her after the patrol.

It was Kinoshita who drew up a scheme to develope the talents of police women; sending them to other sections to gain experience. Miyuki and Natsumi were chosen to be one of the first members of the scheme. They have finished their one-year training and have come back to Bokutou Station [This is Miyuki's monologue to explain the situation].

Miyuki and Natsumi are in front of their Today. Keeping various emotions in herself, Natsumi simply says to her partner, "Shall we go?" Natsumi is pleased to find herself where she should be. Kachou is still nice and their Today is as smooth as it ever was. She congratulates Miyuki, who has been to the Station from time to time to maintain the car. But Miyuki is very modest; "Aoi-chan and Yoriko have been very good drivers." When Toukairin comes back, everything will be as it used to be.

Tokuno and Sugihara come out of the police box from which the informer contacted them about the stolen car. But they don't know anything about the informer. Only a few people are interested in a car abandoned in a car park.

Natsumi is talking about the same issue. Miyuki asks her about their route for the day. As Natsumi reads it, Miyuki sees something wrong at a traffic signal. It becomes green in all directions for a moment and then goes off completely. Miyuki's driving skill barely saves their police car but many other cars collide with one another, putting the junction in complete chaos.

The junction happens to be near the police box which Tokuno has been visiting and he and the other policemen run to the scene quickly. Miyuki parks their car in a safe place while Natsumi reports the accident and requests help over the radio. But, to their surprise, another accident involving a traffic signal is reported at the same time. They are so suprised they forgot their priorities until Tokuno gives them a shout.

Back in Bokutou Station Miyuki reports to Kachou and Kinoshita about the incident. It wasn't a simple accident, someone broke into the computer system of the traffic signal control. In addition, phone lines around the area became temporarily unavailable. The phone company hasn't found the cause yet.

The long day is over and Kinoshita releases the girls from their duty. They have a small party at the staff restaurant to welcome Natsumi and Miyuki back. Yoriko tells them they will have a "proper one" soon.

Tokuno rushes into the Traffic Section. There has been an anonymous phone call, claiming an illegal gun trade will take place near the Station in 30 minutes. He wants to mobilize as many officers as possible quickly. So the girls' party is called off. According to the phone call, a boat loaded with guns will come up a small river, Yoko-Jukkengawa, and stop where it merges with another, Kita-Jukkengawa, to meet the buyer. The name of the boat is Wakasamaru II.

In heavy rain, the police officers hide in small groups near the junction of the two rivers. Yoriko is in Tokuno's group while Aoi is with Nakajima. He looks worried and Aoi cheers him up; "Don't worry. Miyuki and Natsumi will do their job fine."

The Wakasamaru approaches the junction slowly. The phone call seems accurate so far. Kachou estimates it will be about five minutes before his men move in. That means the additional staff from Headquarters won't be there in time. Tokuno whispers his favourite haiku as if calming himself down. Then the boat finally comes into their sights. Meanwhile Natsumi and Miyuki are in scuba gear are following the boat under the water. As the boat stops, they come to the surface and take their positions at the stern, where a man is standing unaware of them.

Tokuno leads the attack and a few officers, including Nakajima, follow him and jump onto the boat. They arrest some of the criminals but two try to escape towards the stern, where the girls have already knocked down the watch. The two criminals decide to attack the girls with knives and they are ready to fight back. Tokuno tries to stop the girls because they are heavily burdened with their cylinders and so on. But his concern proves to be unneeded. Natsumi and Miyuki beat the men by making most of their heavy "weapon." Nakajima is very relieved to see his Miyuki is safe but this just makes Natsumi frown; "Hey, Nakajima-kun, what about me?" Aoi reports the success of the mission to the Station to the relief of Kachou and Kinoshita. But this is not the end of the story. The officers confiscate not only the expected guns but an MO disc. It's now Miyuki's turn to take charge.

At the investigation meeting next morning, Aoi reports that the types of the 26 guns confiscated are similar to those found the other day and the guns are being kept within the station until the day after tomorrow. Kinoshita shows the MO disc and tells Miyuki to analyse it. Tokuno reports that all the men arrested were just underlings hired for the occasion.

It's snowing [recollection of Kachou?]. Kachou has gone to the observatory of Tokyo Tower, where the shop keeper welcomes him as a regular customer. He seems to have visited here often and asked her to look for someone. She tells him that she hasn't seen anyone who matches the description. He tells her it is not a part of an investigation; he is just looking for his friend, who broke a promise with him to meet here some time ago.

At lunch time, the girls of the Traffic section see Yoriko and Miyuki walking down the corridor in front of the staff restaurant, carrying a box very carefully. They wonder why the two don't have their lunch. The box is more important to them than lunch but Yoriko doesn't tell them what it is.

Kinoshita is surprised to hear Arizuka is in Bokutou Station. Even more that he's not here to visit the Investigation Room but the Traffic Section. She enters the Section, where Arizuka confronts Kachou and speaks in a very serious manner. The top-rank officers of the Metropolitan Police have been involved with something for some days without Arizuka knowing. The report from Kinoshita made it come to the surface today. Probably the biggest case in the history of the Metropolitan Police is going on.

The members of the Section, including Miyuki and Natsumi, are shocked to hear Arizuka's next phrase; "And the key person in this case is you." He continues, "Where is Senior Detective Emoto?" Kachou says he doesn't know. Natsumi wants to know what is going but Arizuka orders her to be quiet. Kachou's answer does not satisfy him and he orders Tokuno to handcuff Kachou and put him in the lockup. Tokuno wants to know what the charge is. "Helping a suspect to run and possibly the suppression of evidence." Tokuno has to comply. Natsumi is nearly bursting and Miyuki's objection is coolly turned down. Kachou, who is very calm, shows no will to resist.

The interrogation of Kachou by Arizuka, supported by Kinoshita, has started in an interrogation room. Aoi goes down there to serve some cold drink for the three but that is not her [^_^;;] only purpose. The members of the Section have given her a microphone and she secretly sets it under the table. Kinoshita notices it but decides to pretend she hasn't.

As the members of the Section monitor things over the radio, Arizuka starts speaking. He tells Kachou that he seems to be left out of this. The people at the top level are extremely worried but have not explained anything to him. They've only ordered him to discover the whereabouts of Senior Detective Emoto, who disappeared two years ago. Two years ago Arizuka was on his overseas duty and doesn't know what happened here in Tokyo. Emoto was a specialist against intellectual crimes. More importantly he was a very close friend of Kachou. But two years ago Emoto suddenly disappeared. Since then, somehow the Security Section of the Government has secretly been chasing him.

Tokuno and Nakajima get really concerned about what they have heard. Angered for a moment by Kachou's attitude and apparent lack of interest, Arizuka continues the story. Two years ago, Kachou had an appointment with Emoto at Tokyo Tower but he didn't turn up. Since then Kachou visits the Tower from time to time. Kachou wonders if he has been under surveillance and Arizuka suspects so. The top officers seems to think all of the troubles, the smuggled guns, disruption of the traffic signals and phone lines, are linked.

Kachou remains indifferent. So Arizuka decides to play his trump card. A word has been whispered around the top officers, "Hachi Ichi-gou" (Bee No.1), which is obviously a code name for something. But Kachou remains unmoved. "The only thing I can say is that I trust Emoto." Arizuka tells him to think it over in the cell. Then, to Kinoshita's surprise, Arizuka picks up the microphone and shouts at it, "Now go back to your business!!!"

That evening Natsumi visits Kachou in the detention cell. She can't go home when he is in such trouble. But Kachou knows that this is merely a show, which Arizuka is good at. Apparently he had checked that the detention cells are always empty, good enough to be a locker for the confiscated guns. Natsumi is appalled to see the guns in another cell; Yoriko had assured everyone that she would keep them in a "perfect place." Kachou wonders if everyone has remained in the Station. Natsumi says everyone of the Section as well as Kinoshita and Arizuka are staying for the night, which appalls him. "Why are the people here so sentimental?" Natsumi knows, however, he is one of them.

Kachou admits it and and changes the subject abruptly. "Do you know man used to be a slug?" More precisely speaking, the ancestor of all the vertebrates was closely related to a slug. There is an organism called lancelet ["slug-fish" in Japanese], which bends itself when it is poked. This kind of reaction is thought to be the origin of pain and, even though it has evolved into man, the memory of pain still lingers in our spine. Ancient pain is a phenomenon where people who have lost a limb, still feel pain in the limb which doesn't exist any more. Emoto, he concludes, is an ancient pain in his spine.

Next morning Kinoshita asks Miyuki about her progress in the analysis of the MO disc. She hasn't made much; whatever she does, all she gets is a map of Sumida District. Kinoshita thinks it's strange that the system should require a user name and password for a mere map. Miyuki agrees and says the data size is too big for one map. There must be something else. Kinoshita tells Miyuki to take it easy and permits her to take a copy of the disc home.

Then a phone rings and Miyuki answers it. The synthesised voice from it alarms her and she warns the others. The voice declares it will blow up bridges over the Sumida-gawa [a well-known river running through the east of Tokyo]. Kinoshita orders the call be traced back and issues the emergency. The voice won't say which and how many but, to show this is not a bluff, Sakurabashi [a pretty pedestrian bridge] is destroyed from now. And it is. The sound of the explosion reaches the office. Natsumi rushes into the room to tell them the call is from a public phone and Tokuno and others are on their way to it. She wants to know what the sound was. Miyuki, stunned, answers, "Sakurabashi has fallen."

Bokutou Station is placed on maximum alert. Police cars and bikes leave the Station to close the bridges while Kinoshita orders the mobilisation of all the police personnel in Tokyo and allocates them along the river.

On the way to Sakurabashi, Natsumi and Miyuki discuss the case. Miyuki thinks there must be a reason for the informer to choose Bokutou Station [the river runs through jurisdiction of a few Police Stations]. Natsumi remembers Toukairin is coming back today and Miyuki tells her with a smile that she has to do without a date with him for now.

Yoriko brings breakfast for Kachou in the cell. He wants to know what the commotion is about. She tells him that Sakurabashi has been blown up and everyone except for the women officers of the Traffic Section have gone out and leaves there hastily. Something comes up in Kachou's mind and he summons the guard of the cells. But no one answers, they have mobilised the guards, too.

Kinoshita asks Aoi if she knows how many bridges are over the Sumida-gawa. She isn't sure, "More than ten at least." 19 in total [Strictly speaking there are nine more but they somehow ignore part of the Sumida-gawa which runs between the Adachi and Arakawa Districts]. They must close all of them and search for bombs even though most of them are part of the main arteries of Tokyo. Kinoshita predicts the city will be dead today. Aoi names the bridges over the river while policemen block them in the emergency. Reinforcements from other stations begin to arrive. Kinoshita quickly gives orders about their positioning. Natsumi and Miyuki arrive at Sakurabashi and are horrified by what they see. Tokuno comes to the scene, too. He was too late to catch the informer at the public phone.

Kachou in the cell uses a microphone [which Yoriko brought with breakfast?] and tells Yoriko to connect the line to the outer lines as well. He has decided to speak up about "Bee No.1". Its official name is "A Plan to Attack a Police Station within the Metropolitan Police." Two years ago the top brass at Headquarters ordered Emoto to make a manual to protect their Stations from terrorism. He finished Bee No.1, which was a kind of simulation for an attack on a police station, first. Kachou requests Arizuka bring officers back to the satation immediately to protect it. Arizuka tells Kinoshita to bring back Tokuno's team and someone specialised in computers.

Bee No.1 would have been completed with Bee No.2, which is a counter-measure against such an attack. But, because Emoto disappeared, Bee No.2 was never drawn up. Bee No.1 was excellent... or too excellent. The leaders at the Headquarters regarded it as dangerous. It was suggested that Bee No.1 be sealed within the supercomputer at Headquarters and the leaders agreed.

Arizuka thinks that it was Kachou who made the suggestion. Kinoshita tries to access the supercomputer at Headquarters. Kachou is not sure if Emoto is involved in this case but it is possible that he was abducted by a criminal organisation and information about Bee No.1 has been stolen. They must prepare for the worst. Kinoshita comes to Kachou's cell to release him. He must know the password for Bee No.1. Kachou wants to stay there to secure the guns. Kinoshita is surprised, "Do you really thingk they'll attack this station?" He thinks the destruction of Sakurabashi is a feint. There are no bombs on the other bridges.

On the way back to the Station, Sugihara asks Tokuno's opinion as to whether the attack on the Station is a real possibility. Tokuno isn't sure but, if Kachou's story is true, the possibility cannot be denied.

Miyuki and Natsumi are also hurrying back to the Station in their Today. Kinoshita tells them over the radio that she has got the password. To make sure, both of them access to the supercomputer independently. Miyuki, driving, leaves the computer operation to Natsumi, who types in the password as told by Kinoshita. Kinoshita, Arizuka and Natsumi are shocked to see the information in the computer. The assumed target of Bee No.1 is Bokutou Station. Emoto got the information on Bokutou Station from Kachou and drew the plan based on it. Miyuki thinks she has found the reason why the informer chose Bokutou Station. Then Natsumi cries out in dismay; the table of contents is all that can be found in the computer. All other documents are deleted. Kinoshita thinks Emoto deleted them when he disappeared.

Then Kinoshita's computer loses the connection to the supercomputer. At the same time the phone lines from the room are also lost. Arizuka checks the hot-line to Headquarters and Kinoshita tells the girls to check their mobile phones. None of them work. All the phone lines of the Station have gone down in this emergency. It can't be a coincidence.

An explosion just outside the Station preludes the attack by the terrorists. Yoriko, protecting the confiscated guns in the cell, cries out for help to Kachou. Kinoshita and Arizuka decide to counterattack. Kinoshita tells Aoi and the girls to come with her. She tells Arizuka to stay here for his safety but he has no intention of doing so.

Tokuno's car is met with a traffic jam and he decides to go through the alleyways. Sugihara tries to communicate with the Station without success, which gives a chill to Miyuki.

Yoriko apologises to Kachou for not keeping the ammunition with the guns. But he tells her she only did the right thing. They are heading to the armoury on the third floor to get some ammunition. But Kachou wants to stop somewhere else before that.

Arizuka, Kinoshita and the girls are also carefully heading towards the armoury. The two senior officers and Aoi are moving confidently but it is obvious that the other girls are very woried. Arizuka reproaches himself for finding it too hard to be in a building without air-conditioning.

When they finally come the third floor, Arizuka sees a terrorist guarding the armoury. Kinoshita tells him the confiscated guns are kept downstairs but the bullets are in the armoury. Arizuka gives up his goal when one of the girls tells them that she knows there are guns kept elsewhere too. Then the terrorist shoots at the corner where they are hiding and they run downstairs for safety.

Kachou and Yoriko hear the gunfire in the room where the HONBU was. He understands the armoury is in the terrorists' hands and their guns are useless now, much to the annoyance of Yoriko. He inputs a user name and a password to Miyuki's computer left on the desk. He was right and gets access to the hidden data of the MO disc. The aim of the terrorists is not the confiscated guns but the new version of Bee No.1, an attack plan on the economic system, this will fetch a huge amount of money.

The terrorists come to the room and attack with tear gas, followed by gunfire. Kachou and Yoriko manage to escape through another door. He thinks there is still a chance to beat them and leaves there quickly. The terrorists takes Miyuki's computer along with the MO.

Natsumi and Miyuki are hurrying back to the Station. Miyuki asks her partner to use her "foot brakes" to let the car make a tight turn. Sugihara sees this in the mirror of their car and is terrified.

Kachou and Yoriko sneak into the ladies' changing room and are unexpectedly welcomed by Kinoshita and the others. Kachou also knew that there were guns kept here. He asks one of the girls, "Which one?" She points at Miyuki's locker. Arizuka still cannot believe it but the locker is packed with air guns and rifles and plastic bullets ^_^;; Kachou explains to the others about the MO disc. It contains a plan for economic terrorism, invading various places like the stock market through the net. They, now fully armed, carefully exit the changing room.

They go to the main entrance, where a black car is waiting for the terrorists to return. Kinoshita decides to lie in wait for them behind the counter. She tears the side of her skirt so that she can move more easily, which shocks the others. But the girls quickly follow her lead. All of them successfully hide behind the counter and wait for the terrorists.

After tense moments, they finally head to the entrance to run away and, with most of them showing their backs as they leave the building, the police officers come out from behind the counter and shoot at them all at once. Although they were mere plastic or paint bullets, the sheer number overwhelms the terrorists. Yoriko tells Arizuka, who seems to be impressed with his air rifle, to shoot a cardboard box near the door. When he does so, it explodes like an air bag in a car and knocks a terrorist down. It is a surprise box Yoriko and Miyuki prepared to welcome Toukairin. And there are some more them! Another terrorist becomes a victim of the "surprise" attack ^_^;;

As the other terrorists get in their car, Miyuki's Today comes to the scene. They shoot at the police car and Miyuki cannot bring her Today any closer. Tokuno's car also arrives but is a little too late. The terrorists make a narrow escape. Tokuno's car gets a puncture and cannot chase them. Natsumi and Sugihara run after them while Miyuki and Tokuno go to help Kachou and the others. Natsumi finds Nakajima coming back to the Station with his colleagues and asks them to chase the black car. Nakajima's colleagues tell him to hurry to the Station as they start chasing the car.

At the entrance to the Station, everyone is recovering from the chaotic moments. Kachou doesn't hide his disgust with himself and tells Miyuki the new version of Bee No.1 has been stolen. Kinoshita shares his sentiments. Unlike herself, she is deeply dejected with her utter failure to stop the terrorists. Suddenly Aoi and the girls start naming flowers [hear what Natsumi can add ^_^;;]. Kinoshita receives their message, "Gardenia." The battle hasn't been lost yet. Kinoshita thinks, now that the Bokutou Station has been attacked, the bombing of the bridges is a mere bluff. Kinoshita tells Miyuki the flower language for Gardenia is "I'm a fortunate person." Then Arizuka calls Miyuki, who is dismayed to see her air rifle in his hands, "Er... where did you..." But, to her surprise, all he says is she should adjust its aim, as it is is slightly off to the top.

Natsumi and Miyuki put their Today on the police lighter. Miyuki thinks, given the jam on the roads, the terrorists will use the rivers to escape. She feels that she is to blame for this trouble as she failed to crack the MO disc and won't let them have their way this time.

Sugihara is replacing the punctured tire in front of the Station when Toukairin arrives on his bike, completely unaware of the trouble.

Miyuki and Natsumi go down a creek towards Sumida-gawa while Kinoshita oversees the operation from the Station. Yoriko reports their car has been found by the river. Tokuno thinks Miyuki guessed it right but Kinoshita thinks the subway running near it is another possibility.

The girls' Today is now in a lock, which surprises Natsumi. She didn't know such a thing existed on the Sumida-gawa. Yoriko reports a problem in some traffic signals nearby. Miyuki knows they are all within the plan of the terrorists, or Bee No.1. Big cities these days are very easy to kill. Miyuki is determined to catch them before they reach the sea. Having a look at a map, she notices something and asks the captain of the lighter if he could corner the terrorists towards Kachidoki-bashi [a bridge]. She wants to "block" Sumida-gawa.

The police are not sure if the bomb threat is really a bluff and continue the search but decide to loosen the traffic control. Tokuno thinks the terrorists on the ground must reach their base at sea eventually. But how? A yacht? A plane? Or a helicopter? He finds a marina near a subway station on the map. He leaves for it with Kinoshita.

Natsumi calls the Station to get them to prepare for Miyuki's plan. She is surprised to find out the man answering the phone is Toukairin. His dear voice brings happy tears to her eyes but she knows it's not the right time to be sentimental. She asks him to go to Tsukiji immediately and take Arizuka to where he can use the telephone to contact the Tokyo Metropolitan Government and Maritime Safety Agency. The girls' lighter finally reaches Sumida-gawa.

Toukairin is riding a bicycle at a tremendous speed. Arizuka is on the carrier, calling the Local Government with a mobile phone.

Natsumi spots a small boat running in front of them. It is a patrol boat from the Water Police but they know it could just be camouflage. So they decide to approach it carefully and Natsumi cheerfully says hello to them with a loud speaker. The gunfire reply clearly shows who they really are. Miyuki calmly tells the captain of the lighter to act according to the plan. He was a little intimidated by the gunfire but her calmness encourages him. Miyuki holds her air rifle and aims at the gunman. Then she slightly shifts her aim up. Her shot is on target. Arizuka was right; the aim is a little off.

In the meantime, a patrol ship of the Maritime Safety Agency, Yashima, is heading north into Tokyo Bay.

Arizuka and Toukairin are with two other men in a dark room full of giant motors. It is the machine room of Kachidoki-bashi. The older of the two men seems impressed to finally see the day that has made his 30 year effort in maintaining the system meaningful.

A report comes into the Station. Yoriko tells the others, "Kachidoki-bashi is going to open", which is enough bewilder them. A girl rushes in to the room. She has been looking for Kachou in vain. He has disappeared from the station.

Yashima approaches Kachidoki-bashi. Urged by the old man, Toukairin blows a siren. Then Kachidoki-bashi slowly starts to make a move. On the bridge of Yashima, the captain tells his crew to prove their skill as the gap of Kachidoki-bashi is just wide enough for the ship. The bridge finally opens up to the amazement of everyone around it. Yashima slowly passes by.

Yashima goes up the Sumida-gawa and turns itself sideways to blockade the river. The terrorists' boat is blocked by it and eventually hit by a tire Natsumi threw at it. Its crew are arrested but Miyuki notices there are only three terrorists aboard. Seven of them attacked the police and two were arrested there. So three of them must be still on the run. She is right; Kinoshita reports the possibility that some of the terrorists are near Shinkiba Subway Station over the radio and Nakajima announces that the three men arrested on the boat do not possess the MO disc. Miyuki bitterly regrets having taken the bait while Natsumi finds Toukairin in the control room of the bridge. Miyuki soon realises a great helper is near here though. Yashima carries a helicopter on it.

Natsumi and Miyuki are in their Today, being carried by Yashima's helicopter. Miyuki estimates whether or not they can get Shinkiba quick enough but Natsumi is not listening to her; Natsumi cannot move her eyes and attention away from Toukairin, who is sitting on the rear seat.

Tokuno and Kinoshita are chasing a suspicious car. He thinks it is heading to the Tokyo Heliport, which surprises Kinoshita, who checked earlier that there were no suspicious helicopters there. But the Heliport is just receiving an emergency call from a helicopter which requests an emergency landing due to engine trouble.

Tokuno's police car loses control and breaks down. To his surprise, the girls' Today, suspended beneath the helicopter, flies over them. Miyuki asks the pilot to fly lower but he refuses. The girls decides to release the Today by themselves and Natsumi reaches up to the lock of the belt while Miyuki starts the engine. They barely manage to make the car land.

They arrives at the heliport but cannot come close to the terrorists' helicopter. Natsumi gets her Motocompo out of their Today. Nakajima and Arizuka arrive on the scene as well, trying to arrest the terrorists. Miyuki decides to use Arizuka as a stepping stone to ram her bike against the helicopter. She hits the target and the helicopter loses control and crashes to the ground. It is Toukairin who saves Natsumi out of it just before it crashes. Now all the terrorists are arrested and the case is almost closed.

Natsumi and Miyuki find out Kachou is missing. They suspect he is trying to see Emoto. Kinoshita permits the girls to act as they wish. So they head for the Tokyo Tower.

Kachou is there; in the observatory of Tokyo Tower. Just as he is about to give up and leave, Emoto appears. Kachou thinks he was used as a decoy when Emoto disappeared, which he admits. He produces a pistol from his jacket and aims at Kachou. Just then Miyuki and Natsumi show up. Miyuki tells Emoto that the disc has been recovered and he should give himself up. To Natsumi's surprise, he seems to be rather pleased to hear it but Miyuki isn't. She knew it was Emoto who reported the abandoned car to the police and leaked the information about the gun smuggling. He reveals that he wanted to update the Bee No.1 through this attack and use its new version to lure the crime orgnaisations to carry it out. He confides what happened to the girls. He had been at his desk so long that the making of Bee No.1 was the first thing he'd done that made him proud as a policeman. But that plan was sealed by his bosses and that was enough for him.

He admits he was overconfident of his Bee No.1. Not taking the police personnel at the front-line, like Natsumi and Miyuki, into consideration was his fatal mistake. Then he shoots Kachou in the leg. Emoto quietly says, "You'll never see me again", and shoots five times at the window. Kachou realises he is going to jump out of the window to kill himself and shouts at the girls to stop him. They throw themselves upon him despite his pistol being pointed at them and succeed in arresting him. Emoto wants to know why his pistol didn't stop the girls. "You cannot understand such an easy thing now" was Miyuki's gentle reply. Emoto whispers "Anyway what a troublesome thing a friend is." But Natsumi knows Emoto shot Kachou to prove that he was not an accomplice.

That night Natsumi and Miyuki get back to their flat, exhausted. The prospect of the aftermath tomorrow adds to their exhaustion. But they are surprised to find everyone in the living room. They have been waiting for them to give them the "proper" and surprise welcome party. It brings a smile to Natsumi and Miyuki, and they answer them with a salute.
