ChR Baatine commander - Romulan female - b. 2310. Romari did not follow in the footsteps of her father and younger brother but instead joined the Star Navy, eventually becoming a commander, and the D'deridex class warbird Baatine, to command. As luck would have it, her father chosed her ship as his mobile flagship and she and her crew have been marooned in the DQ since 2376.
She dislikes her father's overbearing atitude towards her as if she was a mere subordinate than an offspring and his only surviving one at that. She finds Starheavens a romantic rogue who bests her father from time to time but she will destroy him however given the opportunity.

Falcarian Allegiance premier - Falcarian female - b. 2339. Eskra came to power in early 2377, replacing Zaker has head of state. She immediately went about conducting espionage and terrorist activities against the Federation forces, even the assassinations of Admiral Manley, CIC and Governor Blair. She oversaw the Falcarian Confederacy (military alliance with the Ssorans and four smaller powers) that in mid 2377 aniliated the Federation forces, leaving but a handful of ships remaining, ODS Delta II a shambles and New Terra cindered. She ordered Meer Veraa to conduct the 'mopping up' operations to finish off the surviving ships.
She is extremely devious and cruel. Holding the top position of the Confederacy has nearly made her ruler of the Fasa Sector.
Veraa

HKL agent - Falcarian female - b. 2342. Meer (commander) Veraa was first encountered as part of the Falcarian unit assigned to locate Jaharabese believed to have made it to this sector in 2375. After a treaty between her commander, DakTaan Sorrd and Starfleet DQ CIC Admiral Manley, she was temporarily assigned as military attache to the USS Shadow.
As a senior operative of the Directorate for State Security (HKL), she was involved in widespread acts of terrorism on ODS Delta II and the attempted assassinations of Manley and USS Amon-Re commander, Captain Starheavens, who was also the exiled Falcarian prince, in 2376.
She also kidnapped Starheavens half-human son, Henry (mother was our universe's deceased Fleet Captain fforbes) to give him to the Ssorans for a ritual but was stymied by a successful rescue attempt by Starheavens et al.
She was the case officer of traitor SFMC Major Allert who committed several violent acts on ODS Delta II before he was apprehended.
Veraa was killed in 2377 by Sword Starheavens
Veraa is extremely dangerous with no compasion, no mercy
TORAN
Mercenary - Pathosian female - b. 2340. Toran is the leader of a renegade group called the Pagans than are made up of various species but all believe in the devine rule of Toran. They are always on the move and with it, they can bring considerable danger and violence.
Apart from their semi-religious cult, they are thieves, pirates - barbarians who have opted, with the right price to support Admiral Custle.
Toran finds Starheavens a great specimen.
Komitet leader- Human male - b. 2304 Sofia, BU, Earth. Sekulic controls the Komitet, a secret organization based out of St. Petersburg RU, Earth that had been in existence since the Third World War but has had a resurgence since the formation of the Federation. It is often in conflict with Section 31. Sekulic has dealings with the Falcarians and Custle, Red Fleet was part of his organization.
Sekulic is very devious and has ties to many organized crime organizations
 
Krisztina Enekes
Mercenary - Human female - b. 2346 Budapest HU, Earth. Enekes was first encountered on Deep Space Nine with her partner, Sam Steele, 2378. She has since been seen in the Delta Quadrant, working for the Komitet. She has no qualms about taking a life whether it is one or millions. She was a freelancer but had done considerable work for the Orion Syndicate. She has a warrant for her arrest on Deneb II, Benecia Colony, Rigel III, Argelius II, Denebula Prime, Tamara, New Paris, Bajor and Betazed. The FBI is working with local officials but she is still at large.
Enekes' partner was captured on DS9 and is currently in prison. She is considered armed and extremely dangerous.
