Proposed Constitution of the St Enda's Wargames Club

Aims

  1. To further the playing of all wargames such as miniature figure-gaming, strategy boardgames and boardgames such as Checkers, Draughts, Morabaraba, Go, or Chess.
  2. To organize club tournaments, competitions and inter-club events in the above fields.
  3. To seek affiliation to umbrella bodies as may be deemed in the interest of the membership.
  4. To further the development of all members through social and competitive play.

Membership

  1. A club member shall be any member of the student body, parent body or staff of St Enda's Secondary School who seeks membership and is not prohibited by the rules from doing so.
  2. A past member may remain a member once they leave the school.
  3. Exclusion from membership may result from a disciplinary committee decision only.
  4. Exclusion from membership is automatic following expulsion or dismissal from the school.

General Meetings

  1. Once a year, no later than October, the outgoing Executive Committee shall schedule an Annual General Meeting (AGM), the purpose of which is the election of a new Executive Committee, the changing of the Constitution, the presentation of the annual budget, or the tabling of motions as scheduled by the members.
  2. The calling of an AGM shall be no less than two weeks prior to the meeting and shall be publicized in the website, by posters, announcements over the school inetrcom, or by newsletter.
  3. A General Meeting shall be considered quorate if 20% of the membership is present or if it has been adequately publicized by at least three of the above methods.
  4. Any motion to change the Constitution must be tabled no less than two weeks in advance of a General Meeting and must be seconded by at least two members.
  5. Any motions tabled must be notified at least one week prior to a General Meeting, and must be seconded by at least two members.
  6. Un-tabled motions may be heard if a simple majority of members at a General meeting are in agreement that the motion be moved.
  7. Constitutional changes may only be made upon a two-thirds majority at a General Meeting.
  8. Special General Meetings may be called at any time provided a petition of no less than 20% of the membership is signed.
  9. The powers of the General meeting shall be to:
    1. Further the aims of the club
    2. Elect an Executive Committee at an AGM annually
    3. Consider changes to the Constitution
    4. Consider all motions tabled
    5. Undertake fund-raising activities
    6. Select teams to represent the club in competitive events
    7. Award School Colours under guidelines issued by the school
    8. Appoint Disciplinary Committees where needed

The Executive Committee

  1. Executive Committee meetings shall be scheduled on a regular basis, with no fewer than two per school term. Such meetings shall be called no less than 24 hours in advance.
  2. Meetings shall be chaired by the Chairperson, or Vice-Chairperson, or Secretary.
  3. Executive meetings shall be quorate provided members present and apologies received makes up two-thirds of the committee.
  4. The Executive Committee is responsible for the day to day running of the club.
  5. The Executive Committee shall consist of:
    1. A Chairperson
    2. A Vice-Chairperson
    3. A Secretary
    4. A Treasurer
    5. Up to three members without portfolio
    6. The teacher in charge (if any) acting ex-officio
    7. Up to two additional, co-opted members ex-officio
  6. The powers of the Executive Committee shall be those of the General Meeting while that body is not meeting, except for:
    1. Electing an Executive Committee
    2. Considering changes to the Constitution
  7. The Executive Committee may appoint sub-committees as it sees fit.
  8. The Executive Committee must appoint a disciplinary committee to consider any breach of the rules by a member and decide on what action, including suspension, expulsion or exclusion from the club is deemed necessary.

The Rules of the Club

  1. Members shall at all times obey school rules and codes of conduct
  2. Members shall at all times obey all rules and regulations of bodies to which the club is affiliated during events organized by those bodies.

The Disciplinary Committee

  1. Shall consist of three members appointed by the Executive Committee for the purpose.
  2. Shall be summoned by the Executive to meet within one month of any breach of the rules.
  3. Shall hear evidence and determine a fit penalty for breach of the rules.
  4. May suspend, expel, or exclude a member from the Club or selected club activities.
  5. May impose fines.
  6. May issue final warnings.
