Part 1

Midori Saejima, nicknamed "Angel," is a first-year student at the brand-new high school Hijiri Gakuen. Her homeroom persuades her to run for student body council, but after she gives her campaign speech, she trips and falls on the stage, flashing her panties to the entire school. However, she converts her humiliation into a triumph by caricaturing herself as an angel in red checkered panties for her campaign poster. To her surprise, she is elected student body vice-president. Akira Sudô, the boy Midori likes, is elected president, and she looks forward to seeing him often at meetings. Rounding out the student body council are Shûichi Takigawa, a handsome boy, as treasurer, and Midori's junior high school friend Bunta Kôno and a pretty but cold girl, Yûko Mamiya, as co-secretaries.
