1.Yes! They are cute eternal kids.
Technopop, literally "techno" + "pops" came from skilled musicians, in fusion
and German experimental music and so on.
Such musicians once had an idea to use synthesizer for their own music, and
to play pop music with such instruments.
Since their first experiments, their music seems to be having fun.
This is a point why technopop is full of humour. How charming!!!
Nice examples are, YMO's "Firecracker" and KRAFTWERK's "Autobahn".

TELEX is not an exception. They came from Mondo music (of moog sound).
On their early days, they already seemed to be mid-30's :-)

2.Yes! They're unchanged in their style.
This is also a special characteristics of technopop (despite YMO fans will dis-
agree with it).
A famous example is KRAFTWERK, which never change the instruments, stage
production and visual strategy at all :-)

TELEX keeps on using Moog 3C, Roland TR808 , Sennheiser vocoder.
Later, they began using Synclavier, but it's so slight use that we can seldomly
to find it.
Furthermore, they keep on producing of different versions of "Moskow Diskow"
and "L'amour Toujours".

There're much more points to say how I love TELEX....they are trio unit, they
sing in French, and so on.
