19990603: Vcache and Anti-Virus for Windows 3.1x

Ron H discovered that if you're running the Anti-Virus installation on Windows 3.1x clients but it doesn't want to work, setting the vcache to 512 KB fixed the problems on several 8 MB systems, where the default setting had been 2048. I'm going to see if I can fix this in the next update, but don't hold your breath.
