* All references to Commissioner decisions mean Brian Leibforth since day to day operations are handled by a team owner and WPM COO, Steve Leibforth is also an owner.


  1. Owning a Team and Drafting
    1. Franchise Fees
    1. All Franchise fees are due at the draft($90, $95 if going to Pro Bowl). If fees are not received at that time,  you will forfeit your franchise.
B. Retentions
    1. This league will not be a keeper league. There will be no retentions for the following year.

    2.   Trades before the draft

  1. Due to the non-keeper status of the league, we will not allow trades until after the draft is complete.

C. Draft Procedure

  1. The draft will consist of 17 rounds.
  2. Every team will have a draft pick in each round.
  3. Draft order will be based on a random draw. 
  4. Even numbered rounds will reverse the draft order.

II. Rosters

    1. Restrictions
    1. Your roster can consist of a maximum of 17 players.

a. You may have up to 13 players on your roster of any combination of position players (QB, RB, WR, and TE).

b. 2 rosters spots are reserved for kickers only.

c. 2 roster spots are reserved for team defenses only.

2. Rosters will be frozen following the final regular season week (week 13). Any internal roster moves (IR activations, cuts) for playoff teams can be made prior to the first playoff week (week 14). Once the playoffs start there will be no roster moves.
B. Free Agents
    1. Free Agent Pickups and drops
    1. You may drop as many players from your roster as you want, but you may only sign one free agent or waiver wire claim per week.
    2. If there is any argument between 2 teams on a player, the team with the worst record will get that player.
    3. You may pick up one player between the draft and the start of Week 1.
2. Waiver Wire
    1. If anyone drops a player off of their roster, that player will be placed on the waiver wire effective the next week.
    2. This list of free agent players will be offered to every team, with the team with the worst record getting first shot and going up to the team with the best record.
    3. Procedure for waiver claims and free agents.
    1. Each team must provide a list of free agent and waiver wire claims in order of want by 7 p.m. Thursday of each week.
    2. Each team also must provide a provisional drop for the potential pickup they put on their list.
    3. After Thursday at 7 p.m. of each week, all unclaimed players on the waiver wire will become free agents.
    4. Between Thursday evening and the start of the first games free agent claims will be made on first come first serve basis.
    5. For weeks with Thursday NFL games, the deadline for claims will be Wednesday at 7 p.m.
    6. For weeks with Thursday NFL games, pickups may be made after the Thursday games, but if those players played on Thursday they may not be started in that given week.
C. Trades
    1. Restrictions
    1. Trading is allowed without restriction until the start of week 10.
    2. At the completion of any trade there may never be more than the allotted 17 players on any team’s roster. Also positions must follow roster restrictions for kickers and defenses.
    3. Legitimate objections with explanations to trades may be made to the Commissioner's office (sweetnessleague@sbcglobal.net) The Commissioner's decision is final.
D. Injured Reserve
    1. You may have up to 3 players on injured reserve at any time.
    2. Eligibility
    1. If a player does not play a down due to injury in any given week in which their team plays, that player is eligible to be placed on injured reserve.  A player may be placed on IR prior to not playing in a week if, and only if that player is listed as OUT on the weekly NFL injury report released on Thursdays.
    2. Backup Quarterback exception. The above rule does not apply to second string quarterbacks. For a non-starting quarterback to be placed on injured reserve, they must be listed as out on the injury report for the week.
    3. Florida State Seminoles/Dallas Cowboy exception: Any player who is suspended by the NFL is not eligible to be place on injured reserve.
    4. That player can stay on injured reserve until the next time in which they play one down. At that time they must be activated off of injured reserve or cut by the next Sunday.
    5. While a player is on injured reserve their roster space may be filled by any of the means allowed in the rules. I, as commissioner will notify you if your player must be activated from injured reserve, and if you are not notified by me you may be allowed to go past the Thursday deadline. All disputes will be settled by the commissioner.
    6. Any player who is not activated from IR after the owner has been notified will be dropped to the waiver wire at the weekly lineup deadline. That player is considered a FA for the next waiver period.
III. Schedule

A. Regular Season

  1. The regular season will consist of 13 weeks.
  1. Each team will play teams in their conference twice a season.
  2. Each team will play 3 teams in the opposite conference once a season. Those 3 teams are determined by random draw.
  3. The schedule was drawn with teams randomly drawing numbers 1-6 in each conference. The teams were then plugged into the match-ups and then the weeks in which these match-ups are to be played was also randomly drawn. 
2. Teams will be divided into two six team conferences.
  1. The National Football Conference (NFC) will include Parrot Heads, Wu-Tim Clan, Pound4Pound, No Love for Hoes, Rico Law, and Fighting Squirrels
  2. The American Football Conference (AFC) will include Warriors, Lounge Singers, Bards, Jonestown Massacre, Short & Curlies, and Tenacious D & the Vagistars
B. Playoffs
    1. The top four teams in each conference will make the playoffs.
    2. The playoffs will stay within conference until the Sweetness Bowl.

      a. The team with the best record in each conference will play  the team  in their conference with the worst record. The 2nd and 3rd  place teams in each conference will also play with the winners meeting in the conference finals in week 15.

      b. The winners of the conference finals will play for the Sweetness Bowl in week 16.

      c. The two losing teams from the conference finals will play in week 16 for 3rd place.

       

    3. If teams are tied at the end of the season, the tie will be broken by:

    a. Head to head record with the teams that are tied.

    b. Conference Record

    c. Points accumulated for the season

    d. Coin Flip

          C. Prize Money--based on 12 teams participating (2007-08)

    1. The champion will receive $315
    2. The runner-up will receive $180
    3. The third place finisher will receive $120
    4. The fourth place finisher will receive $65
    5. The regular season champion of the AFC will receive $50
    6. The regular season champion of the NFC will receive $50
    7. Weekly high scoring team $20 for $260 total

    D. Pro Bowl (optional)

    1. In week 17, all members of Walter Payton Memorial Fantasy Leagues have the option of participating in the Pro Bowl.
    2. The cost to participate in the Pro Bowl is $5 per team. (collected at the draft)
    3. This fee must be received before the start of the season.
    4. During the Pro Bowl each team can take any player in the N.F.L. even if they were on other fantasy teams and pick a starting lineup. N.F.L. players can appear on multiple fantasy rosters during that week.
    5. The fantasy team that accumulates the most points in week 17 based on the league scoring rules will win the entire pot.
IV. Scoring
    1. Starting Lineup
    1. Your starting lineup will consist of one Quarterback, two Running Backs, two Wide Receivers, one Tight End, one Kicker, and one Team Defense.
  1. Your starting lineup must be submitted either by  email or by phone or by message board by the first game of the week
  2. The exception is for Thursday and Saturday games, you must have players who are playing on that day only and the rest of your lineup by the start of the games of Sunday of that week for players who play on those Sundays.
  3. Not submitting a starting line-up will result in you receiving ZERO points for that given week.

2. Players who play multiple positions may be entered into the starting lineup at any of the positions that they play. Final decisions on player eligibility will be made by the Commissioner. I defer to NFL.com and/or the team website. This is for rare situations only. (I.E. Kordell Stewart playing receiver and quarterback. Keith Byars playing tight end and running back) not a player who starts once or plays a few plays at a different position.

B. Scoring
    1. Quarterbacks
    1. 6 points for a Rushing TD
    2. 1 point per 10 yards Rushing
    3. 3 points for a Passing TD
    4. 1 point per 10 yards Receiving
    5. 6 points for a Receiving TD
    6. 1 point per 20 yard passing
    7. 2 points for 2 point Rushing Conversion
    8. 2 points for 2 point Receiving Conversion
    9. 1 pt for a 2pt Passing Conversion
    10. -2 pt for Interception Thrown

2. Running Backs

    1. 6 points for a Rushing TD
    2. 1 point per 10 yards Rushing
    3. 3 points for a Passing TD
    4. 1 pt per 10 yards Receiving
    5. 6 points for a Receiving TD
    6. 1 pt per 20 yard passing
    7. 2 points for 2pt Rushing Conversion
    8. 2 points for 2pt Receiving Conversion
    9. 1 pt for a 2pt Passing Conversion

    3. Wide Receiver

    1. 6 points for a Rushing TD
    2. 1 pt per 10 yards Rushing
    3. 3 points for a Passing TD
    4. 1 pt per 10 yards Receiving
    5. 6 points for a Receiving TD
    6. 1 pt per 20 yard passing
    7. 2 points for 2pt Rushing Conversion
    8. 2 points for 2pt Receiving Conversion
    9. 1 pt for a 2pt Passing Conversion

    4. Tight End

    1. 6 points for a Rushing TD
    2. 1 pt per 10 yards Rushing
    3. 3 points for a Passing TD
    4. 1 pt per 10 yards Receiving
    5. 6 points for a Receiving TD
    6. 1 pt per 20 yard passing
    7. 2 points for 2pt Rushing Conversion
    8. 2 points for 2pt Receiving Conversion
    9. 1 pt for a 2pt Passing Conversion

    5. Kicker

    1. 1 point for extra point
    2. 3 points for field goal

    6. Team Defense

    1. 5 points for defensive or special teams touchdown

      The following qualify as a defensive or special teams touchdown:

      1. Punt Return for touchdown
      2. Kickoff Return for touchdown
      3. Interception returned for a touchdown
      4. Defensive fumble recovery returned for touchdown
      5. Change of possession fumble returned for a touchdown
      The following do not qualify as a defensive or special teams touchdown:
      1. Fake Field Goal for a touchdown (Stats are awarded to individual players)
      2. Fake Punt for a touchdown (Stats are awarded to individual players)
      3. Offensive forward fumble recovered for a touchdown (Touchdown awarded to individual player, but yards after fumble is recovered are not counted)
    2. 3 points for a defensive fumble recovery
    3. 3 points for an interception
    4. 2 points for a defensive or special teams safety
    5. 1 point for a defensive sack

C. Tie Breakers

    1. If a game ends in a tie after tallying the starting lineups for each team, the non-starters on each teams rosters will determine the winner for that week.
    2. If the game is still tied after the non-starters have been tallied, the highest scoring non-starter will determine the winner and if needed each consecutive non-starter after that until the tie is broken.
