Throughout this show these have been really two characters, but the fact of the matter is they only did one job, so you can almost consider them the same person. Agent 44/13 would normally serve as a CONTROL contact for Max and 99 during his/her missions. At first he seems very helpful and reliable but later we learn that he is getting tired of his job. His job includes hiding in garbage cans, weight scales, couches, and clocks. He gets lonely often because of his awkward job. Max and 99 do sympathize, but they too get annoyed when he starts whining about his working conditions.
