The Chief of Control is the most powerful man in CONTROL. The Chief is Max's and 99's boss. In the beginning of the series' they seemed to be on a very proffessional relationship, but later the group become good friends. However it should be noticed that once the Chief was willing to sacrifice Max's and 99's lives to destroy a KAOS submarine. This doesn't necessarily mean that he doesn't like 86 or 99, but it does mean that he puts his work before his friendship. Another thing about the Chief is that he gets annnoyed very easily especially by Max and later Larabee. All in all though, the Chief is a hard worker who cares more about CONTROL than anyone else in the world.
