The Book - Page 10Punishments and Discipline within the Army of AngmarOnly the Captain, Lieutenants and members of the Council may suggest a punishment for a soldier in the Army. A soldier may not be proposed for the same punishment for a single offence within a month of the original proposal for punishment, although a soldier can be tried for a different punishment for the same offence. Upon announcement of a trial, soldiers within the Army have exactly one week to vote on the fate of the soldier on trial. Depending on the punishment that is proposed, different ranks within the Army are eligible to vote. For minor offences, only the Council and the ranking officers may vote, while for capital offences, all members of the Army above the rank of Footman may participate in the voting.
Deciding on punishments All votes are equal. The result of the trial is decided by a simple majority of votes cast, but if less than thirty percent of soldiers eligible to vote participate, or in the case of a tied vote, only the votes of the Council are counted. No vote from a Council member counts as a vote against the proposed punishment.
