In Order of Meeting

Solid Snake
This is the character you control.
He kicks way too much ass.
He has been in two previous missions on the side of Fox Hound, in Zanzibar and "Outer Heaven" on some Japanese Nintendo games. He has since retired and now he is against Fox Hound and their evil mission. After his last mission, he moved to Alaska. How convenient, now he is close to the terrorist attack point so the government can use him to get into the base. The government holds off on negotiating with the terrorists, putting all their faith in him. He finally reaches the base 18 hours before the deadline. Will he stop the terrorists? That is up to you.
He has killed his share of men. He will kill more before his time is up. He is sent to the base with no weapons and escapes enemy notice because of the diversionary action. The diversionary action is two F-16s sent specifically to be caught on the enemy radar. Unfortunately, Liquid Snake fires them down is a Russian helicopter called a Hind D and this is no easy task.
Solid Snake has no weapons but for some crazy reason there are weapons lying around the base. You can collect these and blast your way over to where you need to go. For more information about the weapons, check the Items and Weapons section of this page.

Big Boss
The perfect soldier.
This man was so good at war that they located about 17 soldier genes that aid in battle in his genome. Too bad Solid Snake killed him in the previous games for Nintendo. Anyway, Foxhound desires his ashes, and that is why they take control of the nuclear base. That and they want to get their dirty little hands on Metal Gear Rex. Big Boss doesn't really have much of a part in this game because HE'S DEAD. There's really nothing more to say about him.

Colonel Roy Campbell
Codec Frequency: 140.85
The mission commander.
He has worked with Solid Snake before, and they are old firends. He is not really a colonel, but Snake always refers to him as "Colonel," so it is now a part of his title.
Despite an old friendship, the colonel seems to be hiding something. There is some undisclosed information about the mission. It makes for some unwelcome distrust during the mission. However, the colonel is usually helpful and tells you information you might need. He watches everything you do and will complain if you start shooting rats or crows. He may seem whiny, but he's only there for support, and not much else because he can't really do anything but talk to you. If you can't stand him, you can hit X repeatedly so you don't have to listen to his voice.

Dr. Naomi Hunter
Codec Frequency: 140.85 (along with Colonel)
Fox Hound's chief medical officer.
She knows nothing of her past, and she got into genetics to try and learn anything about it. After her parents died, she was raised by Frank Jaeger A.K.A. Gray Fox, the only member of Fox Hound ever to receive the codename of "Fox". He was killed by Snake in the last incounter in Zanzibar. There was no enmity in their battle, they were just mercenaries on different sides. Naomi then joined Fox Hound, and two years later she met Snake, just before the mission. She gave him a shot before the mission with an anti-freezing peptide to survive the Alaska weather and some nanomachines. These nanomachines can release chemicals such as painkillers to help snake during his mission. The nanomachines also help them control and locate Snake. She also knows stuff about the members of Fox Hound, so call her if you need to know a boss' weaknesses.

Mei Ling
Codec Frequency: 140.81
The technology expert.
She created your codec and soliton radar system and can save your data. You know that she is an expert in technology because she graduated from MIT. She is a nice girl, though if you call her many times in succession without saving, she will stick her tongue out at you. She seems to have a "thing" going for Snake (what woman could resist?) and she is very concerned for his health. She often has wise and relevant ancient oriental sayings for you, though they are often vague and do not help much. Sometimes she warns you of coming danger and suggests that you save, advice which you probably should follow.

Nastasha Romanenko
Codec Frequency: 141.52
The weapons expert.
Nastasha knows everything there is to know about weapons. Equip a weapon and contact her, and she will tell you everything about it. She also knows plenty about nuclear weapons and radioactivity. If you encounter any nuclear waste or warheads, she can probably tell you something about them. In addition, she may call you when you are having trouble and give you some advice on how to overcome it, but you must have called her first since her codec frequency doesn't come up automatically. You first learn about her by calling Roy Campbell after receiving your first weapon. He tells you about the weapons expert and gives you her frequency.
Contacting her isn't really that important. In fact, the third time I played the game, I went almost all the way through before I remembered about her. She isn't essential to beating the game, but she can be helpful at times.

Master Miller
Codec Frequency: 141.80
The team's survival expert.
Miller has lived in Alaska for years and knows many tricks on how to survive and get around. He never really helps too much, but he seems to know a lot about rats. He always calls you as soon as you infiltrate the first building, so there's no avoiding him. Hmm... he seems familiar...
Anyway, there shouldn't really be any reason for you to call him throughout the game as he calls you whenever he thinks you need advice. He doesn't seem to have a purpose in this game, but he does. Trust me, I've beaten the game many times.

Donald Anderson, the DARPA Chief
DARPA stands for Defense Advanced Research Projects Agency.
This is a very deceptive subject. I can't tell you much truth about this guy without giving some of the story away. He does head DARPA, a major participant in the Metal Gear Rex program. He was captured and gets but in a cell on the military base. He is the first nonhostile person Snake meets on the base. And he doesn't look like he's been dead for two weeks.

Meryl Silverburgh
Codec Frequency: 140.15
Meryl is Campbell's daughter who was in the base when it was captured. She knows her way around the base and will help you after you release her from her cell. However, she has a weak mind and is easily posessed by Psycho Mantis.
You need to know her codec number because the game will not tell you it. It is on the back of the game case because Konami wanted to discourage burning (and maybe renting) of their game.
Meryl will only help you out for a short time before she is captured. However, she appears again at the end of the game, and if you didn't give in to Ocelot's torture, she will escape with you.
You can catch Meryl without her pants on at two times: first, when you crawl over her cell near the beginning of the game, she will be doing exercises. If you go back out of the ventilation shaft and come back, she will be doing a different exercise. In three out of the six, she has no pants. The second time she has no pants is in the middle floor of the nuclear warhead storage building. Once she sees you and runs into the ladies' room, follow immediately after her and you will catch her before she has changed clothes. Another fun thing to do with Meryl: when in the caves with the dogs, shoot her with a socom and quickly change into a box. The dog will pee on it if you are fast enough.

Revolver Ocelot
This man is very good with pistols. He can bounce shots off the walls at the perfect angles to hit you. His only disadvantage is that he takes a while to reload.
He might seem like a slow old man, but he is quick as lightning. He is also very good with torture. He's a the desperado on FoxHound from Russia, and he wants to see his country return to power. Beware of this guy! He is very sneaky.
