NPCs, the Non-Playing Characters, add lots of 'atmosphere' to the story and in truth they are the reason why the PCs (Playing Characters) have adventured in Middle-Earth. But their growing number and the low speed of Mail turns help to forget who's who. Here is a quick reference for those who have became lost with so many names.
Notice that I have distinguished between several ranks of NPCs, according to their influence on the story (up to the current events). So I have came up we the following classification:
Main Characters - Those that have a great influence on the PCs
Secondary NPCs - They interact and influence the PCs occasionally
Figurines - Those that are added for the 'colour' of the story (though many of them might be upgraded to the other ranks)
Besides, and since this is also a military setting, the number of units have been growing. Check Military units to see the most important units.
And finally, we cannot forget the pet animals. Sometimes they are as important as the PCs themselves...
Main Characters
Angorn - Marine Sergeant of the Cambeleg. Dunadan.
Cirlin - Headmaster of the village of Vinhir. Dunadan.
Elvorn - Captain of the Owl Rangers. Dunadan.
Fletcher - Marine Sergeant of the Cudin. Urban Man.
Mara Gadianton - A strange woman from Linhir. Urban Woman.
Oromir - Sergeant of the Crown Guards. Dunadan.
Serpent - Cudin marine. Urban Man.
Wulfright - Sergeant of the Iron Watchers. Northman.
Secondary NPCs:
Acthelion, Lord - General of the Prince's Army and the Prince's representative on the Metrast province. A true Dunadan Noble and Knight of Dol Amroth. The castle Bar-en-Hyarmen belongs to Acthelion's familly.
Alvor, Captain - Captain of the Prince's Navy. Currently holds the command of the warship 'Ice Dragon'.
Camlin, Admiral - High Commander of the Prince's navy. Dunadan.
Cleaver - (See Fundkish Hama)
Finethor - Cambeleg marine. Dunadan.
Forlak - Cudin marine. Dunlending.
Fundkish Hama - Better known as 'Cleaver'. Cudin soldier. Dunlending.
Ragnar - Alyster standard bearer. A Dunadan.

Falco - Cirlin's aide. Dunadan boy.

Farandur, Master - Herbalist of Vinhir. Dunadan.
Half-Piece - Cudin marine. Rural Man.

Morgai - Courier of Admiral Camlin. Dunadan.
Muries, Captain - Knight of Dol Amroth and Captain of the Prince's Army. Serves under Lord Acthelion. Dunadan.
Nemar, Lady - Aratan's bride. Dunadan.
Vanae - Soldier of the Gate Guard at the castle of Bar-en-Hyarmen.

Crown Guards - Light infantry troop. Captain Alyster personnal troop. Currently based on the castle of Bar-en-Hyarmen.
Cudin - The 'Silent Bows'. Special operations marine troop based in the city of Linhir.
Iron Watchers - Medium infantry troop based on castle of Bar-en-Hyarmen.
Owl Rangers - Ranger companie based on the Castle of Bar-en-Hyarmen.
White Runners - Light horse troop, based on the Castle of Bar-en-Hyarmen.
Animals:
Bogas - Benil's shepherd dog.
Lessa - Leif's light horse.
Ranak - Leif's war-horse.
